Volunteer Program for the Sheriff' s Office SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION• Approve the Sheriff's All Volunteer Extended Services (S.A.V.E.S. ) Volunteer Program for the Sheriff's Office. FINANCIAL IMPACT: Funding to support this Volunteer Program shall be charged to the Sheriff Department's adopted budget and no additional funds shall be required. REASONS FOR RECOMMENDATION/BACKGROUND: As required by Administrative Bulletin 321, "Rules and Procedures to be Followed by County Departments for Authorized Volunteer Programs"; the Sheriff's Office hereby sup- plies the details of its S.A.V.E.S. Volunteer Program: I. Description of Program Volunteer workers are recognized as a valuable resource in performing various support functions which allow sworn staff more time to concentrate on their primary mission; namely, protecting lives and property; and The use of volunteers is a means of allowing citizens an opportunity to enhance ex- isting crime prevention services; and This program will allow citizens to gain a general knowledge of County government and a specific knowledge of a law enforcement agency; and Volunteer experience is useful to persons wishing to upgrade existing job skills, learn new skills, or gain relevant experience before enter' o e-entering the job market; and Volunteers in the S.A.V.E.S. S.A.V.E.S. Volunteers will not assume any police powers, will not be armed, and will not require formal academy training which distinguishes them from volunteers in the Reserve Deputy Program. B. Office volunteers to provide clerical assistance (i.e. , filing, typing, computer data entry, telephone answering services, receptionist services, providing over.- the-counter assistance to the general public, etc. ) . C. Crime prevention volunteers to provide assistance in organizing neighborhood watch groups, conducting home security reviews, and/or teaching Operation Identification principles. D. Detention volunteers to provide assistance in teaching inmates basic math, art, English, computer, landscaping, gardening, library, religious, music, physical fatness, woodworking, or welding skills. E. Other volunteer duties to include: assisting law enforcement officers track miss- ing juveniles, auditing financial reports of companies seized for investigative purposes, medical transcribing, inventorying assistance, crime lab assistance, vehicle maintenance coordination, firing range assistance, computer programming assistance, and fingerprinting assistance. II. Number of Volunteers The number of volunteers shall be determined by the needs of the Sheriff's Office, but the target number is approximately 200. III. Staff Support The Sheriff's Office shall assign one County employee as Director of Volunteer Services who shall be responsible for initial orientation and training of the volunteers as well as assuring that all appropriate forms and records are completed and filed as required by Administrative Bulletin 321. CONSEOgENCES OF NEGATIVE ACTION: If this program is not implemented, citizen volunteers will not be utilized to their fullest; extent. Furthermore, sworn staff will not perform at their highest operational efficiency or effectiveness since S.A.V.E.S. Volunteers will allow them to concentrate more fully on their highest priority (i.e. , preventing or solving crimes) .
