I . RECOMMENDED ACTION
APPROVE a Deposit and Sale Agreement with the West Contra
Costa School District for the lease-purchase of the 2 . 35 acre
Balboa School site at 1001 South 57th Street, Richmond, for
use by the Community Services Department as a Head Start
facility serving children in the South Richmond area, and
AUTHORIZE the Director of General Services to EXECUTE said
Agreement on behalf of the County.
II . FINANCIAL IMPACT
The .only County General Funds involved in this lease-purchase
is the $25, 000 fully refundable deposit. The County will
receive a 90-day feasibility period to obtain all the required
approvals from the Department of Health and Human Services
(HHS) for reallocation of Head Start Funds to pay for the
Balboa School debt service costs . If all the required
approvals and funding are obtained, the County will utilize
restricted Capital Projects bond proceeds to make a $400,000
initial payment and receive an option to purchase for $450, 000
within a 2-year period for a total purchase price of $850, 000 .
The debt service costs will be funded by federal Head Start
allocations . It is anticipated that the option purchase will
be financed through a combination of HHS and nonprofit
corporation grants and donations .

III . REASONS FOR RECOMMENDATIONS/BACKGROUND
The Community Services Department critically needs to
acquire Balboa School for its Grantee Operated Head Start
Program. Acquiring Balboa School will offer an opportunity
to transfer 120 children currently being served at the
Nystrom School in Richmond. The Department continues to
have major concerns about ongoing health and safety issues
at the Nystrom site. The Department is operating Nystrom on
a conditional license from the State Department of Social
Services . The State has stated that major renovations to
the site must be done to secure an unrestricted license.
Security for children, staff, and parents is a principal
factor in determining the best option for meeting our needs
for a facility to serve the South Richmond/E1 Cerrito areas
of the County.
Balboa School will also provide excellent expansion space
anticipated over the next several years. The Department
believes that this "campus" approach is the best way of
addressing health and safety issues by providing all
services at a centralized site rather than at several
smaller leased facilities scattered throughout the area.
There is no Head Start Program available to families
residing in the area between Berkeley and Richmond, a region
that is heavily impacted by poverty and unemployment. Of
the many properties surveyed, only the Balboa site meets
Head Start needs and is properly located to serve the target
area between Richmond and Berkeley. The acquisition will
enable the County to continue its consolidation of service
centers in the West County region in the interest of
providing Head Start services to families and children with
the greatest needs, achieving administrative savings,
assuring child safety, and reducing busing requirements .
