RECOMMENDATIONS
APPROVE a Ground' Lease with Oak Hill Capital Corporation (Oak Hill)
for establishment. of the Pleasant Hill BART Pocket Park ("Project") ,
and AUTHORIZE the Chair to execute said lease on behalf of the County.
FISCAL IMPACT
No General Funds involved. All funds being used are previously
authorized County Park Dedication Funds .
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department has been working with the
property owners, employees and residents of the Greater Pleasant Hill

BART Station Area regarding establishment of a pocket park. The
proposed park is to be located on property owned by the Bay Area
Rapid Transit District and Oak Hill Capital Corporation and leased
to the County (Exhibit A) . On August 2, 1994 the Board approved
the Ground Lease with BART. The BART portion of the pocket park is
approximately 75% of the acreage, and the Oak Hill portion is
approximately 25%. A general summary of lease terms is included as
Exhibit B. A steering committee has been formed and a landscape
architect has been engaged to complete the planning and design
work. The Board of Supervisors has previously authorized the
expenditure of up to $195, 000 in County Park Dedication Funds to
cover the cost of park development. No other funds are involved.
The "Project, " as the term is used above, includes the execution of
a Ground Lease with BART, and an adjacent property owned by Oak
Hill, and the development/construction of the Pocket Park.
