SUBJECT: APPROVING AND AUTHORIZING EXECUTION OF CHANGE ORDER NO. 17 TO
CONTRACT FOR BID PACKAGE NO. 2 - SITE PREPARATION -AT MERRITHEW
MEMORIAL HOSPITAL REPLACEMENT, 2500 ALHAMBRA AVENUE, MARTINEZ

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDATION
A. APPROVE Change Order No. 17 to the Contract dated October 5,
1993 , for Site Preparation - Demolition, Relocation and
Modifications of Existing Structures and Features, and the
Widening of Street No. 4 at Merrithew Memorial Hospital, 2500
Alhambra Avenue, Martinez, and AUTHORIZE the County
Administrator to execute the Change Order, which provides for
Erosion Control measures as directed and approved by the City
of Martinez which are a result of the twenty seven (27) day
delay to the project schedule due to the Federal Court ' s
granting of a preliminary injunction on August 1, 1994 .
II . FINANCIAL IMPACT
Funds in the capital account established for the project. are
sufficient to cover the amount encumbered by this contract, from
bond proceeds specified to the project. Bond financing for the
total- project cost was secured in May, 1992 in accordance with the
Board of Supervisors direction.

III . REASONS FOR RECOMMENDATIONS
On October 5, 1993 , the County awarded the contract to the lowest
responsive and responsible bidder, Joe Carone, Inc. , with a
guaranteed maximum cost except for Erosion Control measures
directed and approved by the City of Martinez . The new guaranteed
maximum cost will exceed the total estimated cost stated in the
construction contract agreement approved by the Board on October
5, 1993 . The scope of this change is with-in the stipulation
ordered by the Federal Court known as "Site Safety and
Winterization" work. The new guaranteed maximum cost will be
$1, 738, 423 . 23 , an increase of $43 , 737 . 03 .
