FISCAL IMPACT
Action Plans, when adopted, will establish additional- requirements
for the County to satisfy in order to receive it's share of the
Measure C-1988 return-to-source revenues, which amount to
approximately $1. 4 million annually.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On November 8, 1994, the Board of Supervisors adopted
recommendations from the Transportation Committee that expressed
the Board's position of the "Circulation Draft" Action Plans
prepared by the various Regional Transportation Planning
Committees. Since that time, three Action plans have been adopted
by the Regional Committees and one proposal for adoption has been
released. This report updates the Board on how these Action Plans
compare with the Board's previously adopted position. 'A summary of
the status of all five Action Plans is provided on Exhibit A.
Central County Action Plan (TRANSPAC)
The Central County Action Plan was adopted by the TRANSPAC
Committee on December 1, 1994, and is substantially consistent with
the Board's position on actions appropriate for use as conditions

for receiving Measure C-1988 return-to-source funds. The adopted Action Plan
added a new action to support a moratorium on widening of any arterial connecting
Central County with neighboring regions. The Action Plan acknowledges the Board's
concerns that specific actions to meter signals on Central County arterials
require further study. TRANSPAC Committee staff acknowledged the Action Plan's
deficiency in failing to analyze the ability of existing General Plans to meet the
Action Plan' s TSO's, but no change was specifically incorporated into the Action
Plan to address this deficiency.
East County Action Plan (TRANSPLAN)
The East County Action Plan was adopted by the TRANSPLAN Committee on December 9,
1994 , and is consistent with the Board's position on actions appropriate for use
as conditions for receiving Measure C-1988 return-to-source funds. The adopted
Action Plan addressed the Board's concern that the TSO' s not be used as the sole
basis for measuring the compliance of future general plan amendments with the
Action Plan.
Tri Valley Action Plan (Tri Valley Transportation Council)
The Tri Valley Transportation Council (TVTC) has not addressed the comments
received on its Circulation Draft Action Plan. The unresolved issue of most
significance to Contra Costa jurisdictions is the proposal to restrict each
jurisdiction' s General Plan to development that can be accommodated without
widening Camino Tassajara in Danville.
Lamorinda Action Plan
The Lamorinda Action Plan will be submitted for adoption by the Lamorinda Traffic
Study Project Management Committee on December 19, 1994 . The proposal for
adoption does not specify any actions for the Board to implement as a condition
for receiving Measure C-1988 return-to-source funds. The proposal for adoption
does address the Board's desire to evaluate the ability to provide priority
treatment for High-Occupancy Vehicles (HOV's) at the approach to the Caldecott
Tunnel. It specifically includes an action to study implementation of a pilot
project to restrict the use of the Gateway Boulevard westbound ramps on State
Route 24 for HOV's during peak periods, allowing these vehicles to bypass some of
the backup at the westbound approach to the Caldecott Tunnel .
West County (WCCTAC) Action Plan
The West County Action Plan adopted by the WCCTAC Committee on December 9, 1994,
and is consistent with the Board' s position on actions appropriate for use as
conditions for receiving Measure C-1988 return-to-source funds. The adopted
Action Plan, however, did not address the Board's regt,est to encourage an
agreement between the County and Richmond to coordinate the funding and
construction of road projects on Regional Routes in the E1 Sobrante area.
Implications of the Action Plan Process on General Plan Policies
The West and Central County Action Plans do not include information on the ability
of existing general plans to meet TSO's. Consequently, a locality proposing a
general plan amendment may find that the TSOs in these Action Plans can not be met
even without the general plan amendment. The Authority' s Implementation
Guidelines suggest that in order to stay in compliance with Measure C-1988, that
locality must either deny the general plan amendment or get the unanimous approval
of the Regional Committee to change the Action Plan. This delegation of local
land use authority can not be fully understood until each Action Plan shows how
growth allowed by existing general plans affects the TSO' s. The significance of
this issue will be apparent once general plan amendments are reviewed by the
WCCTAC and TRANSPAC Committees.
