T.-C. 2 Contra TO: BOARD OF SUPERVISORS ; * Costa FROM: TRANSPORTATION COMMITTEE County DATE: DECEMBER 19, 1994 SUBJECT: REPORT ON STAFF AUTHORIZATIONS TO PROCEED WITH PVEA FUNDED EAST COUNTY INTERMODAL TRANSIT ACCESS PROJECT SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Approve the following actions to initiate the East County Intermodal Transit Access Project: 1) Authorize the Director of Community Development to enter into Petroleum Violation Escrow Account (PVEA) grant agreement with Caltrans for $200, 000; 2) Allocate $50, 000 in Navy Mitigation Funds (Port Chicago Highway closure) as the local funding match to the PVEA grant; 3) Authorize the Director of Community Development to negotiate a Memorandum of Understanding (MOU) with the Eastern Contra Costa Transit Authority (Tri-Delta Transit) and the Bay Area Transit District (BART) , which includes a work program, agency tasks and budget, for a cooperative venture to develop the East County intermodal transit access program. The Transportation Committee recommends adding an element to the MOU work program to address matters related to transit security and public safety. % i FISCAL IMPACT No impact on General Fund. Affirmative action would allocate $50, 000 in Navy Mitigation Funds as a local fund match to the project, consistent with the Board's Navy Mitigation Monies Expenditure Plan rail studies account. The purpose of this project is to develop and implement a comprehensive intermodal transit access program for eastern Contra Costa County, in conjunction with the opening of the new Bay Point BART Station. According to BART forecasts, more than 90% of the patrons will access this new station via private automobile. The intermodal transit access project is intended provide East County residents with alternatives to relying on automobile access to the station. The goal of the project is to improve and coordinate bus feeder services, develop complementary park-n-ride facilities, and plan pedestrian and bicycle enhancements to provide East County commuters with easier, convenient alternative modes of access to the Bay Point BART Station. This project would also examine expanding intermodal transit facilities at other locations in East County and determine how local ordinances and development codes could encourage development more conducive to the use of alternative forms of transportation. A project proposal for the PVEA grant, prepared in consultation with staff from Tri-Delta Transit and BART, has been approved by Caltrans and they have forwarded a draft funding agreement for execution. The Board of Supervisor adopted the Navy Mitigation Monies Expenditure Plan on August 13, 1991, allocating $250, 000 for rail studies and thereby identifying the East Contra Costa Intermodal Transit Access Project as an eligible use of these funds. The Transportation Committee has previously expressed its support for this project and recommends the Board of Supervisors approve the following actions to initiate the project: 1) Authorize the Director of Community Development to enter into Petroleum Violation Escrow Account (PVEA) grant agreement with Caltrans for $200, 000; 2) Allocate $50, 000 in Navy Mitigation Funds (Port Chicago Highway closure) as the local funding match to the PVEA grant; 3) Authorize the Director of Community Development to negotiate a Memorandum of Understanding (MOU) with the Eastern Contra Costa Transit Authority (Tri-Delta Transit) and the Bay Area Transit District (BART) , which includes a work program, agency tasks and budget, for a cooperative venture to develop the East County intermodal transit access program. BACKGROUND/REASONS FOR RECOMMENDATIONS California State Senate Bill No. 314, approved by the Governor in October 1993, designates Contra Costa County as the recipient of a $200,000 grant from the Petroleum violation Escrow Account (PVEA) to plan improved rail and bus transit access, transit connections, and transfer points to the east county area. In May 1994, the Community Development Department initiated the first step in securing the PVEA fund grant with submittal of a project proposal entitled 'East Contra Costa Intermodal Transit Access Project" (attached as Exhibit "A"). The purpose of this project is to develop and implement a comprehensive intermodal transit access program for eastern Contra Costa County. When the new Bay Point BART Station opens, residents in eastern Contra Costa County will be served by the BART system, a 100-mile rail transit network serving the urban core of the Bay Area. The project would be implemented in conjunction with the opening of the Bay Point BART Station in 1997. The project proposal was prepared in consultation with staff from Tri-Delta Transit and BART. It is anticipated that activities described in this grant proposal will involve direct participation by the transit operators, such as Tri-Delta Transit and BART, and the local jurisdictions. The TRANSPLAN Committee has been suggested as the appropriate body to provide policy guidance in the development of this intermodal access program. Once the project proposal has been approved by U.S. DOE and Caltrans, the Transportation Committee will return to the Board of Supervisors with a recommendation on the following actions: 1) approve a formal PVEA funding agreement with Caltrans; 2) allocate $50,000 in Navy !litigation Funds (Port Chicago Hwy. closure) as the local match to the project; 3) seek participation by transit operators and local jurisdictions, and secure agreement with TRANSPLAN Committee to act as policy advisory group. This may occur as early as August or September.
