ESTABLISH a Family and Human Services Committee of the Board of Supervisors in 1995 . 2 . APPOINT Supervisor DeSaulnier and Supervisor Smith to the 1995 Family and Human Services Committee, with Supervisor DeSaulnier to serve as Chair of the Committee. 3 . DETERMINE that the Family and Human Services Committee will have jurisdiction over subject matters having to do generally with "family and children' s services" provided by the County, other broadly defined "human services" provided by the County, but with the understanding that no subject shall be considered by the 1995 Family and Human Services Committee until it has been referred to the Committee by the Board of Supervisors . 4 . REQUEST that the County Administrator assign Assistant County Administrator Claude Van Marter to serve as staff to the 1995 Family and Human Services Committee. 5 . REMOVE as a referral to the 1995 Internal Operations Committee the subject of Service Integration, the Policy Academy, and the Family Maintenance Organization and instead REFER these subjects to the 1995 Family and Human Services Committee. 6 . REMOVE as a referral to the 1995 Internal Operations Committee the subject of the framework for an integrated program for addressing homelessness in Contra Costa County and instead REFER this subject to the 1995 Family and Human Services Committee. REMOVE as a referral to the 1995 Internal Operations Committee the subject of the contract between the Health Services Department and Shelter, Inc. for the operation of,the Homeless Single Adult Shelter and instead REFER this subject to the 1995 Family and Human Services Committee. 8 . DISPOSE of all subjects remaining on referral to the 1994 Internal Operations Committee as outlined below. BACKGROUND: Each year at the last meeting of the Internal Operations Committee the Committee typically reviews all of the referrals which remain with the Committee and recommend a disposition for them, either by reporting them back to the Board of Supervisors without further action, or for referral to the 1995 Internal Operations Committee or with some other disposition. This year, the Internal Operations Committee has had a heavy load of referral, including a number of emotionally charged and significant subjects such as the County' s Adoptions Program, Programs for the Homeless, and other family-related referrals such as Service Integration, the Policy Academy and the Family Maintenance Organization. We suggest that the work of the Board' s Committee structure could be improved if a few significant referrals such as .those noted above could be referred to a special committee of the Board of Supervisors which would address only family, children and human services-related programs which were referred to it by the Board of Supervisors . The Internal Operations Committee could then continue to handle the very significant workload which would remain, including appointments to a variety of advisory boards, and a number of significant matters which do not conveniently fit into the charge of the other Board of Supervisor' s Committees . We are, therefore, recommending the establishment of a Family and Human Services Committee on which we would like to continue to serve because of the background we have developed over the past year on the subjects which we are recommending be referred to this new Committee. We are recommending that the remaining referrals to the 1994 Internal Operations Committee be disposed of as noted below: RECOMMENDED DISPOSITION OF REFERRALS TO THE 1994 INTERNAL OPERATIONS COMMITTEE ITEM RECOMMENDED DISPOSITION 1.
