SUBJECT: AGRICULTURAL SOILS TRUST FUND - ALLOCATION OF KELLER CANYON
LANDFILL OPEN SPACE MITIGATION FUND
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . ENDORSE the proposed expenditure of Keller Canyon Open Space
Mitigation Funds as outlined in the attached report from
staff .
2 . REMOVE the subject of the Agricultural Soils Trust Fund as a
referral to the 1994 Internal Operations Committee.
3 . DIRECT the Community Development Director to report to the
1995 Internal Operations Committee by March 1, 1995 on the
development of an Agricultural Soils Trust Fund and for this
purpose REFER this subject to the 1995 Internal Operations
Committee.
BACKGROUND:
On September 20, 1994, the Board of Supervisors approved a report
from your Committee which included the following recommendations :
1 . ENDORSE the .revised Work Program for the development of an
Agricultural Soils Trust, as outlined in the attached report
from the Community Development Director.
2 . DIRECT Community Development Department staff to proceed with
this project with the assistance from other appropriate County
staff.

3 . INDICATE that, based on current information, the Board of
Supervisors believes that, if an Agricultural Soils Trust is
created, it should be created as a private, non-profit
corporation with a Board of Directors which is appointed by
the Board of Supervisors but is otherwise independent from the
Board of Supervisors .
4 . DIRECT the Community Development Director to report back to
the Internal Operations with an additional status report on
this subject on December 12 , 1994 .
Staff is not yet ready to report back on the Agricultural Soils
Trust Fund. We are, therefore, recommending that this matter be
referred to next year's Internal Operations Committee.
However, the distribution of all of the Keller Canyon Mitigation
Funds is scheduled for action by the Board of Supervisors on -
December 20, 1994 . Staff met with our Committee on December 12,
1994 and reviewed the attached proposed distribution of the open
space funds, as has been recommended by the East Bay Regional Park
District Liaison Committee. We agree with the proposed
distribution and are prepared to recommend approval of this
allocation of funds on December 20, 1994 .

SUBJECT: KELLER OPEN SPACE MITIGATION FUND ALLOCATIONS

On December 1, 1994, the Contra Costa County-East Bay Regional Park
District Liaison Committee made the following recommendation as to
allocation of the Keller open space mitigation fund. I understand
from Val Alexeeff that the I .O. Committee has involvement with the
Agricultural Soils Trust Fund, so the following is being forwarded
to you.
There is $466,000 in this account which can be allocated. The
following is the recommendation of the Liaison Committee.
Soils Bank $10,000
Rodent/Thistle $60,000
Route Planting $100,000
EBRPD Trail Maint. $90,000
Ambrose Open Space $90,000
Wetlands Mitigation $15,000
Delta Env. Center $65,000
Audubon (ABC) $10,000
Biodiversity $20,000
$460,000
The $10,000 allocation to the Agricultural Soils Trust Fund is
intended to allow staff time to oversee completion of background
work necessary prior to recommendation and Board decision on trust
fund specifics .
