RESOLUTION NO. 94/626
SUBJECT: In the Matter of the Discovery Bay West )
General Plan Amendment #4-93-EC )
The Board of Supervisors of Contra Costa County RESOLVES THAT:
There is filed with this Board and its Clerk copies of Resolution No. 47-1994, adopted by the
East County Regional Planning Commission which discusses a General Plan Amendment for the
Discovery Bay West project in the Discovery Bay area (#4-93-EC).
On December 20, 1994, the Board held a hearing on the said General Plan Amendment discussed
by the East County Regional Planning Commission Resolution No. 47-1994.
Notice of said hearing was duly given in the manner required by law. The Board, at the
hearing, called for testimony of all persons interested in this matter.
After taking testimony, the Board closed the public hearing, APPROVED the Environmental
Impact Report, APPROVED the General Plan Amendment and directed staff to include this Amendment
into one of the consolidated general plan amendments for 1994 as allowed by State law.
-The Board adopted the CEQA findings as recommended by staff except that finding #80 on
schools is to be modified to add "The project shall be required to fully mitigate impacts on primary and
secondary schools" and to be further modified based on the Public Works Director's memo dated
December 20, 1994, requiring review of mitigation measures in increments of 500 dwelling units.
The Board also adopted the Mitigation Monitoring Program for the General Plan Amendment
consistent with the modified findings described above.
The Board further directed that the following actions be undertaken by staff relative to
consideration of land development applications that will be considered under this plan amendment. The
direction to staff is to:
1. Direct staff in GMEDA to help facilitate resolution of school funding issues with the
Knightsen, Byron, and Liberty school districts.
2. Direct GMEDA staff (including M-8) to meet with the Discovery Bay MAC to explain
information in the report done by staff on the evolution of conditions in the existing
Discovery Bay community and to answer any questions they might have.
3. Direct staff to assist the Hofmann Company and Supervisor Torlakson in defining the
size and location or options for location of a community center to serve the Discovery

Bay community. This review should include the size of the facility, its construction
budget, and a financing plan for capital improvements, operations, and maintenance.
Additional pro-rata share funding by other Discovery Bay area projects should also be
considered.
4. Direct the Public Works Department to meet with Discovery Bay, Knightsen, and Byron
MACS (or their transportation committees) to review the process for traffic mitigation;
including the subjects of collection of fees, prioritizing of projects, analysis of needs,
traffic patterns, and the ongoing involvement of the effected communities and to bring
back a report on these meetings to the Board at the public hearings on the rezoning.
5. Direct the Public Works Department to work with Sanitary District 19 and the Delta
Diablo Sanitary District to work on water master plan issues for supply, the need for
State water permits, for fire fighting capabilities, and for the ground water backup
system, etc.; and to work with developer, the Discovery Bay MAC, and Supervisor
Torlakson to resolve those issues and to report back to the Board of Supervisors on these
issues.
6. Direct staff to look into the issues on the chlorine facility on Bixler Road, dealing with.
safety concerns, what buffers are needed, if a warning system exits, etc.
7. Direct staff to review the Marine Patrol funding issues including the potential for special
tax areas to fund this service.
