THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on December 20, 1994 _ by the following vote:
AYES: Supervisors Smith, Bishop, DeSaulnier, Torlakson and Powers
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT Hearing On Appeal of Arthur L. Anderson Relative to
Development Plan/Land Use Permit 3001-93 in the Alamo
Area.
This is the time heretofore noticed by the Clerk of the
Board for hearing on the appeal of Arthur L. Anderson (appellant)
from the decision for denial of the San Ramon Valley Regional
Planning Commission on the request (County File #3001-93) by
Arthur Anderson (applicant and owner) for approval of a
combination development plan/land use permit to establish an
automotive lube facility in the Alamo area. Variances are
requested to have a roadway setback of 5 feet (10 feet required)
and 2 foot landscape planter (4 feet required) and 25 foot backup
for parking (28 feet required) .
The Chair advised that there were two speakers present for
the hearing and that there had been a request to continue the
hearing.
Supervisor Bishop requested a continuance of the hearing
because she had not had time to review a September 9, 1994 report
from Martin Lysons, Civil Engineer, Public Works Department
Engineering Services, presented to her today.
Dennis Barry, Community Development Department, presented
the staff report on the appeal, and he commented on the options
in the staff recommendations .
The hearing was opened and the following persons presented
testimony:
S .M. Skaggs, P.O. Box V, Walnut Creek, representing the
applicant, presented a history of the parcel and commented on
issues including the requested variances, the Alamo Improvement
Association concerns, traffic concerns and the resolutions
contained in the September 9, 1994 report from Public Works, and
he requested approval of the project .
Supervisor Bishop requested clarification on the location of
the project on the map presented in the September 9, 1994 report
from Public Works .
Mr. Barry and Mr. Skaggs responded to Supervisor Bishop' s
request .
John Osher, 148 Via Bonita, Alamo, representing the R-7A
District, commented on the District' s long term plan for San
Ramon Creek and proper restrictions and conditions on the project
relative to drainage and landscaping.
Rob Fates, 8 Wood Court, Alamo, President, Alamo Improvement
Association, spoke in opposition to the project on issues
including safety and traffic concerns .

Mr. Skaggs spoke in rebuttal and requested Board approval
today.
The public hearing was closed.
Supervisor Bishop expressed concern as to the date of
presentation of the September 9, 1994 report from the Public
Works Department .
Mr. Barry and Mr. Avalon responded to Supervisor Bishop' s
concern.
Supervisor Bishop shared that she was not prepared to act on
this matter today, and she expressed concerns on issues including
traffic, landscaping and the requested variances, and a trail
along the creek. Supervisor Bishop requested that the matter be
continued to enable her to review the traffic report and she
expressed that at this time it would be her inclination to move
with Option A.
Supervisor Torlakson seconded to place the matter for
decision on the decision calendar, and he requested information
on the implementation of the trail issue.
IT IS BY THE BOARD ORDERED that the decision on the above
matter is DEFERRED to the January 17, 1995 decision calendar.
