SUBJECT: REPORT ON RECOMMENDED ALLOCATIONS FROM KELLER OPEN SPACE MITIGATION FUND

REC MMENDATIONS
APPROVE allocations and authorize the Auditor-Controller to release funds from the Keller Open Space
Mitigation fund for the following:
Agricultural Soils Bank $10,000
Rodent/Thistle program $60,000
Route Planting $100,000
East Bay Regional Park
District Trail Maintenance $90,000
Ambrose Open Space $90,000
Wetlands Mitigation $15,000
Delta Environment Science
Center $65,000
Audubon ABC Conservation $10,000
Alameda-Contra Costa
Biodiversity Working Group $20,000.
FISCAL IMPACT
There is no effect on the General Fund. The above allocations will utilize most of the current funds
available from the Keller Canyon Landfill open space mitigation fund. There is approximately $466,000
in this fund at this time, and the above recommendations total $460,000.
REA ON FOR RECOMMENDATION/BACKGROUND
The Contra Costa County-East Bay Regional Park District Liaison Committee recommended the above
allocations during the meeting held on December 1, 1994. As the Board's Internal Operations
Committee also has involvement with the Agricultural soils (bank) trust fund, the Liaison Committee's
recommendations were reported to the I.O. Committee on December 12, 1994. The 1.0 Committee
concurred with the above recommendations.

The Agricultural soils bank is a County program proposed as an aid to maintenance of agricultural lands
in the agricultural core area. Specifics of this program are still being studied. This program is
administered by the County Community Development Department.
The Rodent and Thistle Control Program; The County maintains responsibility for significant areas
which are committed to agricultural uses, particularly grazing. The yellow star thistle is at plague
proportions and the Blue Star thistle, while less widespread, is a nuisance. Rodents are a localized
problem as well. This program is administered by the County Agricultural Commissioner.
Open Space/Route Planting; These funds would be allocated for tree planting along garbage haul routes
and other areas proximate to the landfill, to supplement minimal landscape in suburban areas. This
program is administered through the County Public Works Department and/or the East Bay Regional
Park District.
East Bay Regional Park District (EBRPD) Trail Maintenance; EBRPD work on trails within the County
and particularly the east county area utilizing work-fair labor has been a win-win program in the past
and is recommended for continuance. This program is administered by the East Bay Regional Park
District.
Ambrose Open Space Programs; The County has approved developments in the Bay Point area which
have open space and parklands dedicated as part of those actions. In addition, when the Bay Point
area originally developed, the area was inadequately provided with parks and trails. This combination
of events has left this district financially strapped at a time when the County is pressing it to take on
additional trail and park responsibility. This program is administered through the County Administrators
Office and the Ambrose Recreation and Park District.
Wetlands Mitigation; The County, backed by strong policies in the General Plan, has been attempting
efforts to protect wetlands resources within the County. Two programs are appropriate for use of
these funds. First, the continued study and work toward the enhancement of existing wetland areas,
and second the study and preparation for eventual acquisition of lands for wetlands
creation/enhancement as part of a wetland mitigation bank program, a win/win approach designed to
make best use of mitigation monies provided through developer impacts to wetlands. This program
is administered by the County Community Development Department.
Delta Environment Science Center; Proposed as a world-class, educational, interpretive, science center
to focus on the Sacramento-San Joaquin Delta biological region of the state. Programs will promote
learning and appreciation for the environment, wetlands and water quality. The science center is
supported by a number of agencies, through a Memorandum of Understanding (MOU). The fund
request is to enable a detailed study which will provide needed background to then enable fund raising
activities for the center itself. This program's funding is handled through the EBRPD (through the
Alameda-Contra Costa Regional Parks Foundation), c/o Delta Science Center, attention Rosemary
Cameron).
Audubon Conservation Outreach; The Advocates for Bird Conservation request funds for the
development of a program which, working adjacent to and in concert with the Delta Environment
Science Center, will provide a program for the protection, sheltering and breeding of endangered (and
perhaps other) avian species. This program is administered through Advocates for Bird Conservation,
113 Fountainhead Court, Martinez, CA 94553, attention Laura Desborough.
The Coordinated Regional Biodiversity Conservation Plan for Alameda and Contra Costa Counties.
Supported by six agencies through MOU within the two-county area, a two year study is proposed
which will provided needed scientific basis for more educated land use decisions. An information base
will enable the counties to plan without the current reliance on the very focused, expensive, (late-in-
the-process) Endangered Species approach, in that endangered species will have been addressed as
part of the plan, and the plan, by providing adequate information for the larger array of species, allows
the counties to avoid future listings of this type. This account will be administered through the County
Community Development Department.
Procedures for allocation of Keller Landfill Mitigation Fees are outlined in an August 11, 1992 Board
Report. According to this report, the Contra Costa County-East Bay Regional Park District Liaison
Committee is responsible for developing allocation recommendations for Keller Open Space/Agricultural
Preservation Mitigation fees, as is the Board's Internal Operations Committee, for the Agricultural Soils
component. Both Board Committees concur on the above recommendations.
