SUBJECT: TRANSFER OF EMPLOYEES FROM THE KENSINGTON FIRE PROTECTION
DISTRICT TO THE CONTRA COSTA COUNTY FIRE PROTECTION DISTRICT

RECOMMENDATION:
Authorize the transfer of five (5) firefighter and two (2) captain positions
and incumbents from the Kensington Fire Protection District to the Contra
Costa County Fire Protection District and approve related Position Adjustment
Request.
REASONS FOR RECOMMENDATION/BACKGROUND:
The Kensington Fire Protection District is in the process of contracting with
the E1 Cerrito City Fire Department for the provision of fire protection
services to the District by the City Fire Department. This contractual
arrangement will result in the displacement of the District's employees .
Accordingly, seven of the District's employees have requested transfer into
the Contra Costa County Fire Protection District.
The conditions of the proposed transfer were negotiated between County staff
and the United Professional Firefighters Union, Local 1230 . These conditions
result in virtually no added cost since the employees will fill budgeted
vacant positions . The transferring employees will be subject to the same
salary and benefit package as Contra Costa County Fire District employees .
Existing vacation balances will be paid off by the Kensington District. Sick
leave balances, which were accrued at twice the County rate, will be reduced
by half for purposes of future sick leave usage. However, the total balances
will be retained for retirement credits .

Questions of any potential Workers ' Compensation and/or Retirement System
liability resulting from the transfer were thoroughly discussed with the Risk
Management Division of the County Administrator's Office and the Retirement
System Administrator and the County Auditor-Controller. Since the Kensington
employees are above the entry step of their salary ranges, their retirement
costs will be modestly higher than the cost for new employees hired at the
entry step. With the exception of these slightly higher retirement costs for
a three to four-year period, there are no other liabilities related to the
proposed transfer.
We believe these minimal added costs will be more than offset by training
cost savings since the Kensington employees already have an average of
fifteen ( 15) years of firefighting experience which will reduce the need for
training.

1604 after an initial orientation/training period not to exceed six months.
