DEPARTMENT OF JUSTICE TO HIRE 18 DEPUTY SHERIFFS UNDER PHASE I OF THE FEDERAL COMMUNITY ORIENTED POLICING SERVICES (COPS) PROGRAM Specific Request(s) or Recommendation(s) & Background & Justification RECOMMENDATIONS : 1 . Accept Grant Award of $1,646,955 from the U. S. Department of Justice for the period of October 1, 1994 through September 30, 1997, which would enable the Sheriff's Department to hire 18 Deputy Sheriffs pursuant to the Federal Community Oriented Policing Services (COPS) program; and authorize the County Administrator or his designee to execute such Grant Award on behalf of the County as the County's authorized grantee official . 2 . Approve P-300 authorizing 18 sworn positions to the Sheriff's Department to implement the COPS Program ( 17 Deputy Sheriffs and 1 Sergeant) . 3 . Acknowledge that adding these 18 positions restore most of the 21 positions lost in the FY 1992/93 budget and, thus, complies with the intent of the Board to restore such positions as funds become available as set forth in Board Resolution number 93/635 . 4 . Acknowledge that identifying over the three-year grant period the required local match of $1,646,955 represents a significant fiscal challenge; and direct the County Administrator and the Sheriff-Coroner to explore all avenues and sources from which such match might be secured; Further Acknowledge that all counties will be facing significant budget reductions for FY 95/96 based upon current available State data; and Recognize that this Federal f ding is ilable for only a three-year period. S. Department of Justice under a Federal Program called the "Police Hiring Supplemental Program" . With the recent enactment into law of the Federal Crime Control Act, this program became part of the COPS Program. "The purpose of COPS: Phase I is to hire or rehire sworn law enforcement officers as part of an overall plan or strategy to address crime and related problems through community policing. The goals of this program are to improve the long-term ability of law enforcement agencies to engage in community policing by deploying additional sworn law enforcement officers to perform those activities and to improve public safety through innovative crime prevention, including community policing. " (From October 19, 1994 letter to the Sheriff's Department from the U. S. Department of Justice) We have recently been notified by the U. S. Attorney General that this County has been awarded $1,646,955 of COPS Program funds for the three Federal fiscal years beginning 10/1/94 for the hiring or rehiring of 18 law enforcement officers . Board action on the above recommendations is required so that we can notify the U. S . Department of Justice that we are willing to accept the Grant Award on the terms offered, which will include the identification of a County matching amount of $1, 646,955 during the Federal grant period. Since it takes time to recruit and train police officers, it is not anticipated that there will be significant expenditures under this program in the current fiscal year. However, as expenditures for the salaries and benefits for these 18 officers increase in FY 1995/96 and beyond, it will become increasingly important to identify and make available the required local matching funds . Both the Sheriff-Coroner and County Administrator are committed to working together to explore all possible sources of funding for the required match. It should also be noted that the addition of these 18 Deputy Sheriff positions will go a long way toward restoring the 21 positions in the Sheriff' s Department lost in FY 1992/93 budget reductions . The Board expressed its intent to do this as additional funds became available in Board Resolution number 93/635 . CONSEQUENCE OF NEGATIVE ACTION: Failure to formally accept the award would essentially be refusing the grant for which the Board applied, and the County would not receive the $1 . 65 million from the Federal Government for the 18 new sworn positions . Law enforcement would be adversely affected in the County, and an outstanding opportunity to restore 18 positions eliminated in 1992/93 would be lost.
