SUBJECT: Status Report from the Special Mobile Home Task Force and County Counsel
on mobile home issues.
The Board had before it a December 19, 1994 status report from the Special Mobile
Home Task Force advising that it had met November 15 and 29 and December 6, 1994 and
will meet again on January 3, 1995 to discuss the issues raised by County Counsel with
respect to the draft Accord and draft Ordinance.
The following persons appeared to speak on this issue:
June Dellapa, 176 Elminya Drive, Pacheco.
Bob McAuliffe, 186 Algiers Circle, Pacheco speaking for Joe Schneider and the Sun
Valley Village Mobile Home Park.
Roy Tomlin, 277 Sudan Loop, Pacheco, speaking for the Contra Costa Mobile Home
Owners Association.
Bill Callison, 2741 Atlantic Street, Concord, speaking for the Peace and Freedom
Party.
Gary Willson, 2 Corte Del Bayo, Larkspur, speaking for himself and other small
mobile home park owners.
Brenda Christie, 168 Damascus Loop, Pacheco for Sun Valley Village

TO: Board of Supervisors
FROM: Special Mobile Home Task Force
DATE: December 19, 1994
RE: Status Report
The last report to your Board was made on October 25, 1994, at which time County
Counsel provided you with a draft of both an Accord and an Ordinance. County
Counsel also provided a memorandum on each document raising certain questions
and/or policy directions relative to either draft document. It was your Board's
direction to ask the Special Mobile Home Task Force to reconvene and discuss the
issues raised by County Counsel. The Task Force has done so, meeting on November
15 and 29 and December 6, 1994. County Counsel Vic Westman and Deputy County
Counsel Lillian Fujii have attended each of those meetings. We will meet again on
January 3, 1995.
The Task Force has reviewed all questions and issues relative to the draft Ordinance.
County Counsel has those responses and will incorporate where appropriate the
requests of the Task Force. Those issues which require policy direction from your
Board and the revised draft Ordinance will be presented at the next status report.
The Task Force will address the issues raised relative to the Accord at its January 3rd
meeting and will meet subsequent to that time until all issues have been addressed.
The Task Force believes it will complete its work on these two documents by the end
of January. It is hoped that the revised draft Ordinance and a revised draft Accord
can be presented to the members of the Board for their consideration.
It is the Task Force's understanding that a group of park owners, known as the Contra
Costa Park Owners, has recently formed and was in the process of drafting its own
Accord for the members of the Board of Supervisors to consider. The Task Force has
not seen any draft; however, staff understands that each member of the Board has
been provided with a copy of that draft Accord from the Contra Costa Park Owners
prior to thise meeting. The Task Force members are not aware of what differentiates
the draft Accord presented by the Contra Costa Park Owners from the draft Accord
(from San Diego) which the Task Force is currently reviewing. The Board may want
to consider directing County Counsel and the Task Force to review this particular
Accord as it moves forward in considering the draft prepared by County Counsel in
October.
