SUBJECT: Bay Point Water System Improvements
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
RESCIND action of May 121 1992 committing Redevelopment Agency tax
increments for water service improvements in the Bay Point area in
conjunction with a Contra Costa Water District purchase of the water
system.
FISCAL IMPACT
The recommendation involves Redevelopment Agency tax increments only.
No General Funds are involved. The rescission of the 1992 action will
permit the Agency funds to' be used for other purposes .
BACKGROUND/REASONS FOR RECOMMENDATIONS
In 1991 the Contra -Costa Water District (CCWD) initiated procedures
to purchase the privately owned water service serving the Bay Point
area. The private .system, Cal Cities Water, was not a willing seller.
A May 12, 1992 action of the Redevelopment Agency and Board of
Supervisors supported -CCWD as the preferred water provider for Bay

Point, and provided to CCWD a financial commitment of $1 . 5 million
over 15 years from Redevelopment Agency tax increments to be used
for water system and water distribution improvements .
Recently Contra Costa Water District and Cal Cities Water reached
a settlement that provided for Cal Cities Water to continue to
provide water service . to the Bay Point community. Given the
changed circumstances, the Bay Point Redevelopment Project Area
Community (PAC) and the Bay Point Municipal Advisory Committee
(MAC) were asked to consider whether the prior commitment of funds
for water distribution improvements as part of a buy-out program
should be maintained. The joint PAC/MAC recommendation was to
rescind the prior commitment and free the funds for other purposes.
In taking this action, the PAC/MAC indicated that water system
improvements could be among the uses considered in the future, as
well as other community projects .
