Martinez, Executive Director DATE: December 14, 1994 SUBJECT: ACCEPT REPORT FROM- HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA ON THE FAMILY SELF-SUFFICIENCY PROGRAM SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDATIONS: Accept report from the Executive Director of the Housing Authority of the County of Contra Costa on the Family Self-Sufficiency Program. II. FINANCIAL IMPACT: Incentive costs are offset by reduced rental payments. III. REASONS FOR RECOMMENDATIONIBACKGROUND: Family Self-Sufficiency is a new program of the Housing Authority which offers a cash incentive to families receiving housing assistance who free themselves of welfare dependency in five years. In August, 1994, the Housing Authority began recruiting Family Self- Sufficiency participants among Section 8 tenants. To date, 70 families have signed program contracts. They represent all areas of the County and every County supervisorial district. The program is now growing at a rate of about three new families per week. Program referrals come from response to a one-time mailing to all Section 8 participants which has been enhanced by County GAIN caseworker referrals and good participant feedback to other Section 8 families. Program recruitment is also being planned through the County Services Integration Team pilot sites at Bay Point and North Richmond. Because. SIT and GAIN case managers also work with their clients to promote self-sufficiency, there are potential efficiencies to be realized through case management coordinated on the County Services Integration Management Team. Among the 70 Family Self-Sufficiency program participants 22 are presently employed, and nine are enrolled in academic or work training programs. The first participant cash incentive escrow account began to accrue on December 1, 1994, and several more are expected to start in January and February of the new year.
