RECOMMENDATIONS
AUTHORIZE the County Administrator or his designee to submit the FY
1994 Annual Performance Report for the Contra Costa Consortium HOME
Investment Partnership Act (HOME) Program to the U.S . Department of
Housing and Urban Development (HUD) for their approval .
FISCAL IMPACT
No General Funds are involved. Funds for the HOME Program are
allocated by formula to the County through HUD.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The purpose of the ..HOME program is to increase and maintain the supply
of affordable housing. opportunities for very-low and low-income
households . Contra Costa County has been an active Participating
Jurisdiction for purposes of the HOME Program since F 1992 . Du Ang

FY 1994, the County as the Urban County Representative joined with
the Cities of Antioch, Concord, Pittsburg, and Walnut Creek to
create the Contra Costa HOME Consortium. The Consortium includes
all of Contra Costa County with the exception of the City of
Richmond. Contra Costa County is the Consortium Representative
and, as such, is responsible for administration and management of
the Consortium HOME Program. The HOME Program is implemented
through the County Community Development Department. The County is
required to submit an Annual Performance Report summarizing HOME
Program accomplishments during FY 1994 (October 1, 1993 to
September 30, 1994 ) .
During FY 1994 , the County and the Consortium made substantial
progress in implementing the HOME Program. The County completed a
competitive application process for FY 1993 HOME funds resulting in
the allocation of $$1,354,0001 for the following:
o Two projects to provide 82 units of newly-constructed
affordable rental housing for lower income family and senior
households in San Pablo and Oakley ($600,000) .
o A project to provide 8 units of transitional housing for
battered women and their children in Central County
($105, 000) .
o Two previously funded rental projects (new construction) ,
including additional predevelopment funds for a 33 unit
multifamily rental project in Pittsburg ($15,000) and
supplemental funding to complete a 50-unit senior project in
Pinole ( $50,000) .
o A project to rehabilitate 12 to 14 rental and owner-occupied
housing units to improve housing conditions and help arrest a
situation of neighborhood decline in Pittsburg ($180, 000) .
o A project to provide first-time homebuyer assistance to 18
very-low and low-income households in North Richmond
( $300,000) .
o Program Administration ( $104 ,000) .
All projects are under contract and in the process of being
implemented. In addition: the 50-unit Pinole Grove Senior Housing
Project was completed and is currently being occupied by very-low
and low-income households; and three single family rental
properties in East County have been rehabilitated and are currently
occupied by very-low income households .
During FY 1994, the Contra Costa Consortium received an allocation
of $2, 186 ,000 in HOME funds . The County initiated a competitive
application process resulting in the allocation of $2, 186, 000 for
the following:
o Two projects to increase the supply of rental housing
affordable to very-low and low income seniors in North
Richmond (50 units, $300,000) and Pittsburg (78 units,
$255, 000) .
o Two projects to increase the supply of rental housing
affordable to very-low and low-income households, including
large families, in San Pablo (22 units, $245, 000) and Walnut
Creek ( 30 units, $400,000) .
o One project to increase homeownership opportunities for 11
lower-income households in Pittsburg ($160,000) .
o One project to develop nonprofit capacity to create affordable
housing in North Richmond ( $30,000) .
o Supplemental funds for a previously funded project to provide
32 units of affordable multifamily housing in San Pablo
( $250,000) .
o Program Administration ($206,000)
The remaining $340, 000 in FY 1994 HOME funds have been placed in
the HOME Housing Development Fund for allocation to HOME-eligible
projects as they develop during the program year. The County is
working with FY 1994 Project Sponsors to finalize project design
and obtain additional financing required to successfully complete
these projects .
