SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION:
AUTHORIZE the Board Chair to EXECUTE letters of recognition to
Private Industry Council (PIC) member employers for allowing their
employees to serve on the PIC during 1994 and to PIC members for the
services provided to the Council.
II. REASONS FOR RECOMMENDATION/BACKGROUND:
The Private Industry Council, mandated by Federal legislation, is
made up of business and community volunteers from throughout Contra
Costa County. Members of the Council spend a considerable amount of
time each month providing guidance and developing policy relating to
the employment and training needs of Contra Costa County residents.
Our ability to meet performance standards set by the State over the
past ten years is due in large part to the commitment and dedication
of our PIC members. Since the implementation of the Job Training
Partnership Act in 1982, the PIC has provided job training and job
services to approximately 9,500 participants helping nearly 7 ,000
participants find jobs in the local labor market. We have provided
work experience in the public and non-profit sector to nearly 8,400
youth ranging in age from 14 to 21 years old. In addition, the PIC
program has helped nearly 26,500 young people of Contra Costa County
to find summer jobs.
We therefore recommend that individual PIC member employers be
recognized for allowing their employees to take time from their work
day to serve on the Council and that PIC members be recognized for
the invaluable services provided to the Council.

On behalf of the Contra Costa County Board of Supervisors, I would

In partnership with the County Board of Supervisors, the PIC

program, a federal grant to provide training and employment to the
economically disadvantaged and/or the unemployed. The PIC's annual
budget is approximately $5 million. Last year the PIC placed 3 ,300
youth in paid summer youth jobs, and 500 economically disadvantaged
adults and youth and 250 dislocated workers in permanent jobs. The
PIC is made of up 20 members, of which 11 are business
representatives and 9 are community representatives.

Dear Mr. Schunder,
On behalf of the Contra Costa County Board of Supervisors, I would
like to extend our sincere appreciation to you and Affiliated
Computer Services, Inc. for allowing Chris Smith, a member of your
staff, to participate on the Contra Costa County Private Industry
Council (PIC) . Mr. Smith has served on the PIC since March 2, 1993
and has been an active participating member on the PIC Marketing
Committee.
In partnership with the County Board of Supervisors, the PIC
oversees the operation of the County employment and training
program, a federal grant to provide training and employment to the
economically disadvantaged and/or the unemployed. The PIC's annual
budget is approximately $5 million. Last year the PIC placed 3,300
youth in paid summer youth jobs, and 500 economically disadvantaged
adults and youth and 250 dislocated workers in permanent jobs. The
PIC is made of up 20 members, of which 11 are business
representatives and 9 are community representatives.
Our ability to meet performance standards set by the State and to
meet the employment and training goals of the PIC are due in large
part to the commitment, dedication and leadership of PIC members
such as Mr. Smith.
