SUBJECIAPPROVE 1995 ENERGY CRISIS INTERVENTION PROGRAM SERVICE CONTRACT WITH
JULIA PASSMORE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION
AUTHORIZE the Community Services Director or her designee to
execute a contract with Julia Passmore in the amount of $28,080 for
the period of January 1, 1995, through December 31, 1995, for
continued coordination of the Energy Crisis Intervention Program
(ECIP) for the Housing and Energy Division of Community Services
Department.
II . FINANCIAL IMPACT
No County general funds are involved with this request. Funding is
from the 1995 LIHEAP contract_wi.th_the.. S.tate.._Department .of Economic
Opportunity.
Contract funding for the period of January 1, 1995, through June
30, 1995, is reflected in the Department's 1994-95 County budget.
Contract funding for the period of July 1, 1995, through December
31, 1995, will be included in the Department's proposed 1995-96
County budget.
III . CONSEQUENCES OF NEGATIVE ACTION
A decision not to approve this Contract will result in the loss of
ECIP services to low-income county residents .

IV. REASONS FOR RECOMMENDED ACTION
The ECIP program, through the Low Income Housing and Energy
Assistance Program contract with the State Department of Economic
Opportunity provides assistance with utility bills for low-income
residents at risk of losing, or already without, utility services .
This Contract, if approved, will provide continuation for these
much needed services .
This Contract will be reviewed by County Counsel as to form prior
to issuance.
