I. Recommended Action:
APPROVE and AUTHORIZE the Chief Engineer to execute a Consulting Services Agreement with
Towill, Inc. for digital photogrammetric mapping and professional field surveys for the Walnut
Creek Channel from Suisun Bay to drop structure number one (approximately 35,000 feet).
11. Financial Impact:
The maximum amount of the contract is $85,000. Full funding is available from Flood Control
District Zone 3B.
III. Reasons for Recommendations and Background:
The Walnut Creek Channel is a vital link in preventing flooding for the watershed that it serves.
It is imperative that we have an accurate three dimensional model for quantity/capacity
calculations, improvement plans for future proposed widening/desilting project and for facilities
management. Four firms were considered and Towill, Inc. was determined to be the best qualified
for performing this work.
IV. Consequences of Negative Action:
If the Flood Control District does not have an accurate model of the facility capacity calculations
can be erroneous.

Gentlemen:
In response to your request dated October 14, 1994 and recent telephone conversations,we submit the
following proposal to perform professional field control surveys and digital photogrammetric mapping for
the Walnut Creek Channel project. We will propose a scope of work that accomplishes the primary task of
providing a comprehensive set of topographic maps in digital format for the project.We will define the
necessary work items to ensure a quality product that satisfies the needs of the project.This proposal includes
aerial photography and digital photogrammetric topographic mapping,photo control and hydrographic
surveys,and ancillary surveys to be performed by our WBE subconsultant.The limits of the project are a
corridor 100 feet beyond the channel ROW from the drop structure near the highway 242/680 crossing to the
mouth of the channel,a distance of approximately 35,000 feet.An additional 700 foot wide corridor beyond
the west levee from Pacheco Creek to the mouth of Walnut Creek Channel is included.
SCOPE OF WORK
17em 1.Photo Control Surveys
A control survey will be performed to control the aerial photography. Horizontal control will be tied using
GPS methods to the California Coordinate System,Zone 3,NAD83,HPGN.A minimum of two existing
Contra Costa County NAD83 Monuments will be tied into the GPS survey.Vertical control will be tied to
NGVD, 1929 using Contra Costa County benchmarks located in the project area.Existing County
monuments will be included in the GPS survey whenever possible.Approximately 2-3 existing USCE
monuments will be tied into the control network. Their location and description will be supplied by the
County. Our vertical survey will rely on the accuracy of the existing County benchmarks since a new high
precision level loop on each levee has been deleted from our proposal.Approximately 45 control points will
be required to control the 39 aerial photographs. Each photogrammetric control point will be panelled with a
4'long cross with 4"wide legs. The panelling ensures accurate identification of each control point on the
aerial photography.

Pm 2.Hydrographic survey
We will conduct a hydrographic survey from bank to bank as determined by a water depth of 2.5 feet at the
time of the survey. The survey will be scheduled for a period of high tides to maximize the overlap between
photogrammetric coverage and the hydrographic survey. The area to be surveyed extends from the
Sacramento River Shipping Channel approximately 1000 feet offshore from the mouth of Walnut Creek
Channel to a point 1000 feet below Imhoff Drive,a distance of approximately 18,000 feet. Survey lines will
be run across the channel at 100'intervals between the channel mouth and Waterfront Road and at 200'
intervals upstream. The farthest upstream portion of the survey will consist of longitudinal profiles at the
apparent channel centerline and at left and right channel limits. The cross section survey will continue until
the latter part of the second day of the hydrographic survey. The remainder of the second day will be spent
obtaining longitudinal data upstream. Depths will be recorded at 10'intervals along surveyed lines. The
hydrographic data will be combined with the photogrammetric map data and included in the contour mapping.
-c;�-- 3.Ancillary Surveys(McGill,Martin,& Self)
Due to the highly technical and specialized nature of the control survey and the hydrographic survey plus the
requirement for a large investment in equipment and training,it is beyond the capabilities of McGill,Martin,
& Self(the WBE subconsultant on our team)to independently contribute to these tasks.Certain ancillary
surveys,however,can be performed with conventional survey techniques and will supply important data for
the project. These tasks include tieing in existing property comers so the ROW can be included in the
mapping and field completion surveys to improve the data quality in areas of dense vegetation.We propose to
contract with McGill,Martin,&Self to obtain as much of this data as is possible for an amount equal to
approximately 10%of the contract total.
_T-7Grm 4.Aerial Photography(Cal Aerial Surveys)
Upon notification of the completion of the pre-marking of control,our MBE subconsultant will obtain new
black and white vertical cartographic aerial photography with flight lines aligned with Walnut Creek Channel.
The previously submitted flight map indicates the alignment of four flight lines with 39 exposures at a scale
1"=300'. This photography will be used to support the topographic line mapping. We will also obtain a
single black&white and a single color exposure at the approximate scale 1"=3800'. These photographs will
image the entire project. The black&white exposure will be enlarged to approximately 1"=800'scale and
printed on mylar with the County title block. The color exposure will be enlarged to approximately 1"=800'
and will be printed on photographic paper and mounted on 1/2 inch foam board.The photo enlargements will
be approximately 20"x 40".A third set of black&white photographs will be obtained at the approximate
scale 1"=500'and will be located according to a 13 sheet layout prepared for a potential series of 1"=100'
digital ortho sheets.No digital ortho is included in this proposal.
5.Digital PhotoErammetric Mapping
a. Analytical Aerotriangulation
The field survey data and very precise marking and measuring of the aerial photography are
combined in a series of interlinked computer programs to analyze the quality of the survey data and
the aerial photography prior to acceptance for use in the mapping process. The analytical
aerotriangulation(bridging)provides control required for photogrammetric mapping and a numeric
report of the quality of the source materials used in compiling photogrammetric maps.

Digital Stereo Compilation
A set of twenty-four(24)digital topographic map sheets at 1"=50'will be compiled for the Walnut
Creek Channel project.All planimetric features interpretable on the aerial photography will be
compiled. These include buildings,roads,trails,fences,natural drainage,and vegetation outlines.
The contour interval will be 1 foot.
Map compilation will be performed using our Wild BC2 and BC3 analytical stereoplotters interfaced
directly to an AutoCAD workstation(release 12 version).The map database will be created with
elevations attached to all features,however,only contours and spot elevations are compiled at ground
level. Other features such as roads and buildings are compiled at the elevation where their horizontal
position is most clearly defined.
C. Intergraph Formatting
Since the map data is originally compiled in AutoCAD,it will be necessary to format the data for
Intergraph Microstation.We have developed a very comprehensive AutoLISP library that allows for
an efficient and complete data translation.Although existing translators are now very powerful and
predictable,we have identified all incompatible features that occur between the two mapping systems
and account for them both in our data gathering process and the translation process.All files will be
plotted from the Intergraph environment and final quality control operations confirm that data
translation is complete. DGN files compatible with the County's digital mapping system will be
prepared.Levels,cells,global origin,working units,colors,fonts,etc.will conform to those supplied
with the County's seed file,cell library,color table and font library. Only the DGN files will be
delivered for the 1"=50'topographic lines map series,no hardcopy maps will be produced(except
out in-house quality control plots).
0,ern 6.Digital Terrain Modeling(DTM)
It is our firm belief that direct contour tracing in the stereo photogrammetric model is the most accurate and
efficient method of gathering data for digital terrain modeling. We have extensive experience in using both
the Inroads product and Site Works product in the Intergraph and Microstation environments. The digital
terrain modeling process includes utilizing the photogrammetrically compiled contours plus spot elevations
from photogrammetry,field completion surveys,and hydrographic surveys,with the addition of breaklines to
define slope changes. The software is used to compute DTM contours which are checked against the
photogrammetric contours.Any variance between the two sets of contours are corrected by adding additional
breaklines to calibrate the digital terrain model. Special care will be given to provide an efficient terrain
model. Input data is analyzed and thinned using intelligent proprietary software that ensures accurate
modeling is achieved. Depending on the size of the data files,one,two,or three TTN files will be generated
for the project.
