MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: DECEMBER 20, 1994 SUBJECT: ENGINEER'S REPORT OF COUNTYWIDE LANDSCAPE DISTRICT (LL-2) PROJECT NO: 4500-6X5244 Specific Request(s) or Recommendation(s)&Bac group us i ica ion I. Recommended Action: ADOPT Resolution confirming the Engineer's Report, forming the landscaping zones, annexing to the Countywide Landscape District and levying the first annual assessment for the following zones in the District: 54, 57 and 58; and DETERMINE that the activity is not subject to the California Environmental Quality Act pursuant to Section 15061(83), Categorical Exemption. II. Financial Impact: Formation and annexation of proposed zones to the Countywide Landscape District (LL-2) and assessments for Fiscal Year 1995-1996 will raise funds to be used solely on maintenance work in the three zones. Ill. Reasons for Recommendations and Background: The proposed formation of Zones 54, 57 and 58 are to implement a requirement of the Conditions of Approval for new subdivisions which require the inclusion of the subdivision area in Countywide Landscape District (LL-2) for the purpose of establishing funding for maintaining and servicing landscape and irrigation facilities constructed as part of the subdivision. The assessments will be levied in the upcoming Fiscal Year 1995-1996. The amount of the first year levy will be no more than the amounts described in the Engineer's Report, and in some cases may be less the first year if all the landscape improvements have not yet been installed. IV. Consequences of Negative Action: Funds will not be available for maintaining the landscaping and other improvements in the zones. Frontage landscape improvements for Subdivision 7601 are approximately 2,560 linear feet along Livoma Road and Miranda Avenue and the width varies between 32 feet and 170 feet. Landscape improvements for Subdivision 7818 are approximately 1,760 linear feet along Livorna Road and vary in width from 23 feet to sixty feet. Zone 57 - Tracts 7679 and 7881 Landscaping improvements are located within the public right of way fronting Highway 4 and Bixler Road and include Porthole Drive median islands. Landscape improvements total approximately 3,680 linear feet along Highway 4 and Bixler Road, and are approximately 10-feet wide. The Porthole Drive median improvements are approximately 320 linear feet in length and vary in width from four feet to twelve feet. The neighborhood park is approximately 3.2 acres. Zone 58 - Tract 7837 Landscaping area located within the public right of way of Almondtree Lane, State Highway 4, and Cypress Road as they abut Subdivision 7837. Landscape improvements total approximately 1,200 linear feet along Almondtree Lane, Highway 4 and Cypress Road and vary in width from five feet to twenty-one feet.
