AUTHORIZE submission of a grant application for 1995 - 1996 to the California Arts Council requesting
$15,000 in matching funds in the "Special Application Category" of the State-Local Partnership Program.
DIRECT staff to furnish assistance in compiling the grant and its necessary components to be submitted to the
California Arts Council by January 20, 1995.
AUTHORIZE allocation of $15,000 as a County match to the CAC's grant funds for 1995 - 1996.
AUTHORIZE the chair or CAO to submit a letter of intent to apply for matching funds.

The Arts and Culture Task Force of Contra Costa County was
established by the Board of Supervisors ' on March 25, 1994 to.
analyze the feasibility of creating an Arts and Culture
Commission of Contra Costa County.
During the past eight months, the Task Force has been conducting
an assessment to determine the need for such a commission. On
December 13, 1994 the Board of Supervisors approved a
recommendation that the County become .a partner in the State-
Local Partnership Program.
We are tremendously excited about the Commission' s future, and we
will be submitting our detailed plans for the new Arts and
Culture Commission of Contra Costa County in the "Special
Application Category" by January 23, 1995 .

CAC Grant Application: Special Application Category
CREATING A NEW STATE/COUNTY PARTNER
Since late 1993 efforts have been underway to establish a
new State/Local Partner in Contra Costa County. Through the
efforts of County Supervisor Jeff Smith, and with endorsement of
the full County board, a county-wide Arts and Culture Task Force
has been meeting regularly to formalize an Arts and Culture
Commission of Contra Costa County. (The previous State/Local
Partner, Arts: Contra Costa, ceased activity in 1988) .
After more than fourteen months of research and planning,
and must brainstorming and consultation, the Task Force reported
to the Contra Costa Board of Supervisors on December 13, 1994 .
The Board took action to formally establish the Arts and Culture
Commission of Contra Costa County (Board Order attached) .
GOALS TO BE ACHIEVED
Formulators of the new Commission are dedicated to improving
the cultural life and arts opportunities for Contra Costa
residents with a strong partnership between arts organizations
throughout the County, the Board of Supervisors, County agencies,
area businesses, and education leadership. A crucial and
important need is to utilize the arts to build bridges of
understanding and communication between the many diverse cultures
of Contra Costa County. The Task Force intends to avoid past
organizational mistakes, and emphasize arts accessibility, arts
education needs, and to improve the artistic and organizational
capacity of arts infrastructure in Contra Costa County.
The structure and operation of the new Commission (as
discussed below) will allow this new effort to reach into all
geographic areas of Contra costa County, promote artist and arts
organization networking through a formalized system of District
Alliances, and encourage an efficient use of available arts
resources through a re-granting program.
BUILDING NEW PARTNERSHIPS
Central to accomplishing the goals of the Arts and Cultural
Commission of Contra Costa County is building on the new
commitment of County government toward cultural development,

diversity and accessibility. The Board of Supervisors has
"seeded" the new effort by facilitating and funding the work of
the Task Force in 1994 . As we move into the operational phase in
1995 and beyond, a continuing level of County general fund
support is projected. Even more important, however, is the role
that County government can play in tapping into such designated
revenue sources as redevelopment funds, transient occupancy
monies, County education funds, and housing authority funds - all
of which can significantly assist the Commission in successfully
implementing programs that reach constituencies served by the
designated revenue sources .
The Task Forces ' Funding Resource Committee (report
attached) has recommended building on available County and State
funds with a vigorous effort ( 1) to bring many of the municipal
governments, not presently engaged in arts support into the fold
by providing financial support for County-wide arts efforts : and
(2 ) to leverage public monies with private sector support through
a relationship with the Contra Costa Council (which represents
the County' s largest businesses) , local Chambers of Commerce, and
with the newly-formed County Convention and Visitors Bureau. In
its initial year, the new Commission will be encouraged to
consider the creation of a 501 (c) (3) private sector funding
component.
CULTURAL NEEDS ASSESSMENT
During the past year, the Task Force has engaged in a
Cultural Needs Assessment. The questionnaires which were mailed
to over 500 County artists, arts organizations, businesses, local
governments, media and educators, has brought into focus many
issues considered important to Contra Costa County' s cultural
development.
We found, for example:
Arts resources are unevenly spread throughout the County and
are often readily available to only a limited portion of the
population.
• Many communities lack adequate facilities for artists and
arts organizations to function effectively, especially new
artists and groups .
s Many communities are anxious to utilize the arts for
downtown economic enhancement.
• Much of the public is presently unaware of the arts
resources already existing.
• There are inadequate vehicles for communicating and
networking within the arts community.
• Education in the arts (and exposure to the arts) for
elementary and secondary school children is considered
important but inadequate.
e Many businesses, presently untapped supporters of the arts,
firmly believe the arts exert a tremendous influence in
attracting employees and their families to an area.

o Maintaining the history and culture of various ethnic groups
and individual communities is considered extremely
important.
• The value and benefits of the arts need to be better "sold"
to the public.
This initial Cultural Needs Assessment has set the
groundwork for a more comprehensive cultural planning process
which the Commission will address in its start-up year. The
Assessment has helped define the needs, but we still need more
localized input before settling on a specific program plan. The
District Alliances allow us to do this .
COMMISSION STRUCTURE
As approved by the Board of Supervisors, the Arts and
Culture Commission of Contra Costa County will have nine members
- one to be appointed by each df the five Supervisors from the
Districts . Four "at large" appointments will be made buy the full
Board of Supervisors to assure balance and expertise. (See chart
attached)
Each District appointee is expected to head up a District
Alliance in the five geographic areas of Contra Costa County. The
District Alliances will allow informal coordination and
networking to address local needs and interests . This structure
will be of significant help in the Commissions ' cultural planning
process .
The Commission will be housed in County offices, provided as
part of the County support for this new initiative.
Initially staffing support will be provided within the
County Administrator' s office. A consulting director will be in
place by April 1995, with a professional staff director
anticipated by September 1995.
PROGRAM IMPLEMENTATION
The work of the Task Force has focused on a preliminary plan
for the first two years . After appointment the Arts and Cultural
Commission will finalize a program implementation plan based on
its research, and county-wide arts planning effort through the
District Alliances .

SUBJECT: SIX YEAR FINANCIAL PLAN
INTRODUCTION
Members of the Funding Resources Committee met on August
16 to continue discussion of financial and budget needs
for the proposed Arts and Culture Commission of Contra
Costa County.
Much of our earlier discussion had centered on potential
public agency sources of funding. In the case of
California Arts Council and National Endowment for the
Arts, a minimal level of professional staffing (among
other requirements) is needed to qualify for state and
federal assistance. As a result, Committee members felt
it important to focus our attention on preliminary
budget discussions which include a staffing component.
This may be beyond the expected scope of our assignment,
but we felt it was important to have a discussion
document sooner rather than later.
Attached to thisreport is a Preliminary Operating
Budget: 1994-2000 for Task Force discussion. In
developing this, we wanted to be both realistic and
progressive. We felt it was important to show on-going
program and service growth. While maintaining a budget
that can be justified and sustained with diligent work
from all and a friendly funding environment, we feel the
financial plan is doable.
PROGRAMS
Based on earlier Task Force discussions, our Committee
projected the Commission would focus its energies and
resources with three main programs:
A. Communications and Promotions: Improve public awareness
of arts resources in Contra Costa County through media and
publications, including a regular calendar of events.
This program will also seek greater interaction and
communication among artists and arts groups.
B. Training: Provide, at a minimum, one county-wide arts
training institute annually with the goal of improving
skills and program capacity for arts organizations and/or
individual artists.
C. Regranting: Rather than create new arts service
providers, a regranting program by the County Arts
Commission will seek to utilize and strengthen existing
resources, and to discourage a duplication of effort. The
grants program will be created with funding goals and
guidelines to be established by the Commission. The
Commission, for example, may wish to fund programs in Arts
Education, programs for under-served populations or
programs that advance the work of individual artists. In
the early years regranting would be focused on programs
and services provided by existing arts organizations. In
the fourth year, a pilot initiative of grants for
individual artists would be established.
Each of the three areas has a primary goal of strengthening arts
programs and resources in the County and making them more available
to our residents. A secondary goal of the three programs is to
encourage visibility for the Arts & Cultural Commission as a viable
and important County service provider.
BUDGET
A preliminary six year budget has been provided for discussion.
The year 1994-95 is a "start-up" period which includes creation of
the County Commission and initial operation and program formation.
The implementation budget starts at $100, 000 in 1995-96, and
expands to $275, 000 after five years. It is presented to show
staged growth in programs, funding and operations.
Key to creating and sustaining the financial resources needed for
the Arts and Culture Commission of Contra Costa County is a
"collaborative" approach that brings important and meaningful
support to bear in order to provide services on a county-wide basis
which cannot realistically be provided by a local agency or arts
organization. This means developing resources from State, County
and private resources initially, and establishing a plan to
generate additional support from local municipal governments and
the National Endowment for the Arts in successive budget years.
In the earliest years, support from Countra Costa County and the
California Arts Council will be vital start-up sources. Without
reliable funding here, the Committee feels it will be virtually
impossible to successfully launch a county-wide effort. To date,
the Task Force has been encouraged by the open and supportive help
both these public agencies have shown. Local political support
(County and City) must be encouraged.
To complement and stimulate public agency funding, private
foundation and corporate support will be important on an on-going
basis. The Committee discussed, for example, a strategy to
approach select corporations which have a significant presence in
Contra Costa County and which (for the most part). provide only
minimal local arts support at the present time. By promoting a
collaborative approach, which will have county-wide impact, the
Committee feels this would generate a new level of meaningful arts
support not currently available.
The same can happen with local municipal government support. Some
Contra Costa cities are already regular arts funders. We don't
want to jeopardize this in any way. With the County as a new
service provider, we would encourage several new cities to
appropriate a threshold level of funding through the Commission
mechanism. This, in turn, can provide regranted funds for arts
services and support that will enhance their own cities. Because a
track record of success and credibility will be needed to generate
this new municipal funding, it is scheduled to be introduced in
1998-99.
In-kind assistance from a variety of sources, as well as profit
from an annual county-wide arts fundraising event, will add other
important sources of support for the Commission's efforts.
In preparing this preliminary budget projection, the Committee was
.quite conscious of the need for efficiency in operation and not to
let administrative costs overwhelm the overall effort. We are
pleased to point out that approximately 70% of the 1995-96 budget
is for program delivery. This grows to over 80% in succeeding
years.
STAFFING
As mentioned earlier, a level of professional staffing is central
to getting the job done. We must provide on-going experienced
momentum to the vision of a County Arts and Culture Commission.
Funders require it for their support. The leadership and support
provided by a competent staff significantly enhances the ability of
the Mission envisioned by the Commission to be realized.
It is proposed that a Commission Director with clerical assistance
be in place by mid-1995, subject to available financial resources.
This initial staff would coordinate the Communications, Training
and Arts Regranting programs, as well as staff the Commission's
meetings. The Committee believes this will need to be augmented
with additional program and grants staff assistance by 1998-99 .
Other services, especially assistance with grant proposal
preparation, can be provided under contract, particularly in the
early years.
SUMMARY
This report, and the attached Preliminary Operating Budget:
1994-2000, is the first cut at defining the on-going operational
structure of the County Arts and Culture Commission'. It is
intended to be a discussion document for the Task Force in its
on-going efforts to assess Contra Costa's arts needs and undertake
a plan of service for residents of this County.
