The Council includes members from several separate categories, including "women and minorities" , "the disabled", "employee organizations", "management" , "labor representative involved in training" , and "minority-owned business" . The terms of four of the members expired November 30, 1994, two in the "women and minority" category, one in the "employee organization" category and the "minority-owned business" category. The "employee organization" seat will be filled by a nomination from the California Nurses ' Association, which will be confirmed by the Board of Supervisors . Mr. Vaca has served since December, 1991, Ms . Oliver since September, 1993 and Mr. Gupton only since June, 1994 .
