AUTHORIZE the Internal Operations Committee to undertake a public recru!"itment process for the "Public Member" seat on the Hazardous Materials Commission and for the alternate to the "Public Member" seat on the Hazardous Materials Commission. 2 . AUTHORIZE the Internal Operations Committee to undertake such screening and interviewing as it believes is necessary in order to arrive at an agreement regarding whom to nominate to fill these two seats on the Hazardous Materials Commission and to return to the Board of Supervisors with those nominations as soon as they are ready. BACKGROUND: l The Hazardous Materials Commission consists of 12 members, representing various categories such as the cities, business, environmental organizations, taxpayers, the League of Women Voters,. labor, environmental engineering firms, the Board of Supervisors and the general public. The terms of office for the Public Member expires December,! 31, 1994 . The incumbent, Paul DeFalco, is interested in being considered for reappointment. In addition, his alternate, Bryant, Fischback, has resigned. There has never been a general recruitment for the Public Member seat on the Hazardous Materials Commission. Likewise, there has never been a recruitment for the alternate. Mr. Fischback had held one of the industry seats on the Commission until his retirement from Dow Chemical last year. At that time, the alternate seat was created for him and he was appointed to the alternate seat. We believe that it is only appropriate to undertake a complete, open and public recruitment for these seats, recognizing that Mr. DeFalco wants to be reappointed. 0 2
