BACKGROUND:
The Homeless Advisory Committee consists of 24 members in several
different categories, as is indicated on the attached pages from
the "Maddy Book" . There are currently 7 vacancies, resulting from
either resignations or expiration of terms of office, 3 from cities
and one each in the categories of "advocate" , and "business" , and
two in the category of "citizen" . The Homeless Advisory Committee
has recommended appointments to six of these vacancies (see
attached letter) .
Our Committee recruited for applications for the Homeless Advisory
Committee and received 28 applications for the seven vacant seats.
On December 5, 1994, our Committee interviewed 13 of the
applicants . Based on the interviews, our Committee is recommending
the appointment of the above named individuals . We have also
encouraged the individuals who were not able to be appointed to
attend meetings of the Homeless Advisory Committee and involve
themselves in the activities of the Homeless Advisory Committee.

ESTABLISHED: December 12, 1989 by Board Order (in accordance with Resolution
No. 79/460) ; amended by Board Order dated August 21, 1990
APPOINTED BY: Board of Supervisors
TERM: Three years
FUNCTIONS: To promote community awareness, exchange information, identify
needed programs, advocate for the funding of housing and other
needed programs, coordinate programs and services for the
homeless, and advise the Board of Supervisors on such matters.
REPORTS TO: Board of Supervisors
MEETING TIME: First and third Wednesday of each month at 8:45 AM in the
Housing Authority Conference Room.
COMPENSATION: Mileage reimbursement for low-income and retired members.

COUNTY HOMELESS ADVISORY COMMITTEE
Dear Supervisor DeSaulnier:
Please be advised that on October 3, 1994, the Pleasant Hill City Council voted
unanimously to recommend Jason Sampson for appointment as the City's representa-
tive on the Contra Costa County Homeless Advisory Committee. The Council also
recommended that Adrian Montoya be appointed as the City's alternate member.
Although.there is no official designation for alternate members, we have been advised
by County staff.that a Board Order could be prepared to allow Mr. Montoya to serve
in this capacity.
Messrs. Sampson and Montoya would begin serving as Pleasant Hill's representatives
to the Committee immediately upon appointment by the Board of Supervisors and
would serve until March 1, 1997.
