SPECIAL TAX REVENUES FOR LAW ENFORCEMENT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . ACCEPT the report from the Sheriff's Department on revenues generated in Police
Services Zones.
2. SUPPORT the Sheriffs plan to immediately use the special tax revenues to add a
crime prevention officer in the Oakley area and, as a second priority, to add staff to
the Bay Point and Oakley stations as appropriate. The funding level for on-going
annual staffing costs must not exceed the estimated annual revenue from the taxes.
3. SUPPORT the leveraging of special tax revenues with new federal crime act revenues
to the extent practicable.
4. REQUEST the Sheriff staff to work with the Community Development staff to identify
those Police area zones not generating revenues, but who have recent housing
developments, and determine why revenues are not being generated.
BACKGROUND:
The Finance Committee has placed the item of special tax revenues for law enforcement on
its agenda on a periodic basis. The Sheriff's Department staff has prepared a report on the
status of the revenue by specific Police Service District Zone and the data is attached for
your information.

Assistant Sheriff Mitosinka presented his departments' plan on using the revenues in the near
future. The Sheriff proposes to hire a crime prevention officer for the Oakley area and to
allocate the remaining monies to the Bay Point and Oakley stations. The Committee
supported the Sheriff's plan and requested that they immediately begin the hiring process.
Also, the Committee encouraged the Department to leverage these revenues with federal
crime control act revenues to the extent practicable. Finally, the Committee indicated that
on-going annual staffing costs should not exceed annual revenue estimates, so as to avoid
budgeting problems in future years.
