SUBJECT: FEDERAL CRIME CONTROL ACT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. SUPPORT the strong team planning effort of the staff from the County Administrator,
Sheriff and other justice agencies in seeking funding opportunities from the Federal
Crime Control Act, and other federal and state sources.
2. DIRECT staff to identify the necessary local match required to receive $1 .5 million
in Federal Crime Control Act monies to hire an additional 18 police offices.
3. ADVISE our Congressional delegation of the Countys' support of Senator Boxer's
efforts to modify or eliminate the current matching requirements of the Crime Control
Act, which disproportionately impacts California and the Northeastern United States.
BACKGROUND:
On December 5, the Finance Committee met to discuss the provisions of the Federal Crime
Control Act and the opportunities to receive additional revenues. Staff from the Sheriff's
Department and County Administrator's Office provided the Committee with a status report.
The central points presented by staff were:
1 . while there are many types of programs authorized for funding, only monies for
additional police officers has been appropriated this fiscal year;

2. the county has been advised that approximately $1 .5 million is available, which
would finance 18 additional police officers;
3, the matching requirements are being clarified at this time, and Senator Boxer is
attempting to reduce or eliminate these requirements;
4. the county has a team of persons from justice agencies and the CAO to seek
opportunities for funding;
5. such county plans as the Juvenile Justice Master Plan and the Violence Prevention
Plan will assist the County in securing state and federal monies; and
6. a great deal of uncertainty exists with the Crime Act since congress will probably
change the provisions and appropriations in the next session.
The Committee commended the efforts of staff and encouraged them to continue,
particularly with securing and leveraging available funds. The Committee endorsed Senator
Boxer's efforts at reducing or eliminating the matching requirement since the law assumes
that the annual cost of salary and benefits for a police office is $36,000 - much lower than
in most urban areas in the West and Northeast.
The Committee suggested that staff determine the matching requirement for additional police
officers as soon as possible in the 1995-96 budget process to allow for adequate planning
and decision making.
