MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: December 13, 1994 SUBJECT: LOAN FOR CHILD CARE CENTER SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE the Child Care Center Program for County employees which involves a loan in the amount of$90,000 to the Public Works Department and APPROVE appropriation adjustment transferring monies to Public Works Department. II. Financial Impact: None. The loan will be repaid with interest over a ten year period of time. III. Reasons for Recommendations and Background: The Public Works Department wishes to start a Child Care Center for preschool children of County employees. A year or so ago, a few Public Works employees approached the Public Works Director with the idea of starting a child care facility at the Public Works building located at 255 Glacier Drive, Martinez. The Director formed a committee of interested employees and together they researched information and explored the possibilities of such a center. As part of their research, they spoke with child care providers and consultants. Staff will include 1 Director/Teacher, 1 Teacher, and 2 Aides. The Center will be located in a triple wide trailer owned by Public Works and currently located on the property. The Center will pay for itself from the fees collected by the County employees using the facility. But money is needed for start up costs and this loan will be used for that purpose. Some of these start up costs include facility modifications, play ground equipment, toys, furniture, and fencing. The amount of the loan plus interest at 5 percent will be paid back over ten years. IV. Consequences of Negative Action: The Child Care Center will not become a reality and the opportunity to provide County employees with child care at their worksite or immediately there to will be lost.
