' SUBJECT: Contra Costa County Oil Spill Contingency Plan SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Ratify the Health Services Department's_ submittal of the County Oil Spill Contingency Plan. II. FINANCIAL IMPACT: State funds paid for the creation of the Contra Costa County Oil Spill Contingency Plan. The State Department of Fish and Game has promised further funding for training required under the Plan. No County expenditure is required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Board of Supervisors approved Standard Agreement #28-539 (State # FG 2373-05) on September 9, 1993 with the State Department of Fish and Game, Office of Oil Spill Prevention and Response (OSPR) . The Contra Costa oil Spill Contingency Plan emphasizes the incident command structure and oil spill response organization. The Contra Costa Plan expressly recognizes the training and expertise of the Environmental Health Division, Hazardous Materials (HazMat) Section to work with the U.S. Coast Guard and Department of Fish and Game, OSPR, to mitigate . actual oil spills. The Plan serves as a guide to local resources within Contra Costa County that could be affected by or called upon in the event of a large oil spill. The Plan details the responsibilities of the HazMat Section, the County Administrator's Office, and the Office .of Emergency Services In the event of a large oil spill. Recommended County Actions 1) Forward County Plan to State for approval. 2) Request full participation on Unified Command, 3) Request support for local drills/training funding. 4) Support "Good Samaritan" legislation to allow maximum industry response to major spills. 5) Suggest State funding of installation of permanent "anchor points" for oil spill boom.
