Bragdon Director of Community Development DATE: December 13, 1994 SUBJECT: CDBG Project Agreement and Legal Documents for North Concord Homeless Shelter SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS ( 1) APPROVE the allocation of $84,500 in FY 1992/93 Community Development Block Grant (CDBG) funds to the Housing Authority of the County of Contra Costa (HACCC) for acquisition of the North Concord Homeless Shelter facility at 2047 Arnold Industrial Way, Contra Costa County; (2 ) ACCEPT a $100,000 contribution to the Shelter Project from the City of Antioch as partial payment for a County loan of $150,000 in FY 1985/86 CDBG funds to the City and ( 3) AUTHORIZE the Deputy Director, Redevelopment, or his designee to execute Project Agreement and other legal documents.- for this purpose. FISCAL IMPACT No additional General Funds are involved. County Funds for this project will be provided from the Community Development Block Grant Program and from General Funds previously approved by the Board. The County receives an annual. allocation of CDBG funds from the , U.S. Department of Housing and Urban Development. Garnett) A D CO ADMINISTRATOR Community Development Housing Authority BY DEPUTY City of Antioch BACKGROUND/REASONS FOR RECOMMENDATIONS On February 11, 1992, the Board of Supervisors approved the FY 1992/93 CDBG Program Statement, including an allocation of $84,500 in CDBG funds to establish a homeless shelter to serve East and Central Contra Costa County. On February 25, 1992, the Board approved an additional $224,500 from the FY 1991/92 CDBG Housing Development Assistance Fund for this purpose. The County wishes to acquire and rehabilitate the facility located at 2037 Arnold Industrial Way in the unincorporated area north of Concord (Shelter Site) for use as a permanent homeless shelter to serve 60 single adults year-round with an additional 40 beds for emergency winter relief. The Housing Authority of the County of Contra Costa will act as the County' s agent in the acquisition and rehabilitation of this property. The total acquisition price of the Shelter Site is $1,515, 000 . The site will be acquired through a Facility Lease Agreement with the following terms : County to provide an initial payment of $750,000; the remaining $765,000 to be paid in equal monthly installments over a 20 year period; interest on the unpaid balance will be 6 percent; the County will own the property at the end of the Agreement term. In addition, the County will have the right to prepay the balance due after the fifth year of the Agreement. Sources of funds for the acquisition include the following: County FY 1991/92 CDBG Housing Development Assistance Funds $204, 134 County FY 1992/93 CDBG Funds $ 84,500 City of Antioch $ 99,552 City of Concord $101,280 City of Walnut Creek $100, 000 State ESP Funds $160,534 TOTAL DOWNPAYMENT $750,000 The remaining $21,366 in FY 1991/92 CDBG Housing Development Assistance funds will be used for emergency repairs and rehabilitation of the facility. Monthly principal and interest payments in the amount of $5,480 will be provided from General Fund resources . Payments for the current fiscal year will be covered by funds approved for Shelter lease payments by the Board within the context of the Social Services Department budget. In 1985, the County allocated $150,000 in CDBG funds to the City of Antioch to assist in the development of a 269 berth marina located at the end of "L" Street in the City. The funds were provided in the form of a deferred loan at 4 percent simple interest. The loan converts to an amortized loan in July 1995 . The City agreed to prepay $100,000 of this loan amount to support acquisition of the North Concord Homeless Shelter. kh/k9/NCHS1
