SUBJECT: 1995/96 Transportation Development Act Program Applications for Pedestrian and Bicycle
Projects.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the submittal of the following Transportation Development Act
(TDA) applications, Article 3, Bike/Pedestrian:
1. Delta Road Bike Path: Construct approximately 1,400 LF of bike path along Delta Road
from downtown Knightsen to Knightsen School. (East Project)
2. Newell Avenue Pathway: Construct approximately 1,335 LF of path along Newell Avenue
from Magnolia Way to Lilac Drive. (Central Project)
3. San Pablo Avenue Sidewalk: Construct approximately 750 LF of pedestrian path along
the north side of San Pablo Avenue from Shamrock Drive to Tara Hills Drive. (West
Project)
II. Financial Impact:
TDA funding will be applied for 100% of the estimated project costs for the three bike/pedestrian
projects. The total estimated project costs are:
Delta Road Bike Path - $93,000
Newell Avenue Pathway - $100,000
San Pablo Avenue Sidewalk - $40,000
There will be no impact to the General Funds.

III. Reasons for Recommendations and Background:
The TDA process allows for the County to apply for one project each from the East, West, and
Central parts of Contra Costa County. Based on community support, public safety, and
readiness for implementation the aforementioned projects were selected as each area's top
candidates.
All three pedestrian/bicycle pathways are consistent with the County General Plan Bikeway
goals.
The Delta Road Bike Path project would construct approximately 1,400 LF of bike path along
Delta Road from Downtown Knightsen to Knightsen School. This path would provide a Class
II bicycle lane for school children. The school is also the main community meeting area for
many of the residents of Knightsen and the surrounding area. The need for this project was
brought to the attention of the Public Works Department by the Knightsen Town Advisory'
Council.
The Newell Avenue Pathway project would construct approximately 1,335 LF of asphalt concrete
path from Magnolia Way to Lilac Drive. Currently no sidewalk or path exists on either side of
Newell Avenue. This path would provide a 6 foot path for residents and school children to
access the two local schools in the area. The need for the project was brought to the attention
of the Public Works Department by the Parkmead Community Association and several area
residents.
The San Pablo Avenue Sidewalk project would construct approximately 750 LF of pedestrian
path on the north side of San Pablo Avenue from Shamrock Drive to an existing pedestrian
facility adjacent to the Tara Hills Mobile Home Park. Once constructed, the path would provide
Montalvin Manor residents an uninterrupted pedestrian facility from Shamrock Drive to Tara Hills
Drive. The path would allow residents to access the bus stop on Shamrock Drive and the Tara
Hills shopping center. This project has been requested by several residents of the area.
IV. Consequences of Negative Action:
Failure to approve these projects will eliminate a potential funding source and delay implementa-
tion of the County's General Plan as it relates to pathways.
