SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: ACCEPT the $150, 000 two year grant award from the Child Welfare League of America (CWLA) , and AUTHORIZE the Director of Social Service, or his designee, to enter into contract negotiations implementing the Contra Costa County, Independent Living Skills Program "Jobs R Us" Project. FISCAL• The $25, 000 ;local match required for the project will be supplied by in-kind services, therefore there will be no expense to the County General Fund. BACKGROUND; The CWLA, with the support of the DeWitt Wallace-Reader's Digest Fund, .', solicited proposals for projects to improve independent living services for youths in out-of-home care , settings. The Contra Costa County Independent Living Skills Program (ILSP) Jobs Club Project Proposal ("Jobs R Us") was submitted with the August 9, 1994 authorization of the Board, as a team-based project aimed at motivating high-risk foster youth' to find employment by building group solidarity. As the attached letter states the Contra Costa proposal was� one of five grantees in a nation-wide field of almost 100 submittals. The proposals were reviewed HONORARY MEMBER Mrs,Eton W.Heineman by a six member independent review team made up of experts in the fields of EXECUTIVE DIRECTOR independent diving, youth development, and youth services. CWIA will pay the expenses for one person from each of the grantee sites to come to Washington for this two-day gto, meeting. We will be contacting you very soon to make travel arrangements. This orientiation will provide you with the information you will need for start-up and will also serve as an opportunity for the grantees to meet and share important ideas.
