In the Matter of Commending
Judge William A. O'Malley Resolution No.94/601
on the Occasion of his
Retirement from the Bench
after 10 years and from Public
Service after 30 Years /
WHEREAS Judge O'Malley was elevated to the Superior Court of Contra Costa County in June
1984 by popular election; and

WHEREAS the People of this County reaffirmed their earlier determination and re-elected
Judge O'Malley in 1990; and
WHEREAS his fellow judges relied upon him to represent the Benches of Alameda and Contra
Costa Counties in Statewide judicial budgetary matters as well as chairing personnel
commissions in Contra Costa County; and
WHEREAS Judge O'Malley has ably held a vast range of judicial assignments including Family
Law Judge, Appellate Department, Probate Judge, Civil Fast Track Judge, General Trials as
well as Seminar Leader in Statewide judicial continuing studies; and
WHEREAS Judge O'Malley's formal education includes his matriculation at Fordham University
(B.A. 1950), Golden Gate College of Law(LL.B., cum laude, 1961 and Law Review Staff), and
St. Mary's College (M.B.A. 1979); and
WHEREAS Judge O'Malley's legal career spans the entire spectrum of the legal community
including his private legal practice in Concord (Sole Practitioner, 1962), San Francisco
(Cushing, Culligan, Hancock& Rothert, 1965), and Danville (Merrill, Johnson &O'Malley, 1967-
1969), and his public law practice as Deputy District Attorney(1963-1965), Deputy Public
Defender(1966-1967), and District Attorney of Contra Costa County(Appointed 1969, elected
1970, and re-elected without opposition in 1974, 1978, and 1982); and
WHEREAS Judge O'Malley has worked tirelessly for a legion of community, professional, and
educational organizations, a very small sample includes County March of Dimes Fund Raising
Campaign (Director 1980-1985), County United Way Area Crusade (Chair, Professional Division
1972 and 1980), California District Attomey's Association (1969-1985, President, 1975), Mt.
Diablo Bar Association (President, 1968-1969), St. Mary's College-County Committee (1969-
1975), Adjunct Professor, John F. Kennedy University(1981-1983); and
WHEREAS Judge O'Malley is a student of the human condition and the consummate.politician
whose effective leadership has been confirmed by the electorate as well as by the manner in
which his pioneering ideas have become the current conventional wisdom in consumer
protection, sexual assault prosecution, career criminal prosecution, family support enforcement,
and non-plea bargaining for prosecutors; and
WHEREAS Judge O'Malley became a Contra Costan after leaving his native Boston, is now
recognized as the County's own raconteur based upon his personal warmth, Irish charm, and
ever present willingness to meet people and make friends;
NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors of the County of Contra
Costa hereby congratulates Judge O'Malley on the occasion of his retirement, thanks him for his
dedicated service to the people of this county and extends to him and his family its best wishes
for continued good health, happiness and prosperity in the years to come.
