I am pleased to advise you that your county has.been selected to participate in the Youth Pilot Program
pursuant to Chapter 951, Statutes of 1993 (Assembly Bill 1741, Bates). We appreciate the excellent efforts made by
your county in presenting an application that was thorough, comprehensive and forward thinking. I send to you my
sincere congratulations. Enclosed is a copy of the press release announcing the counties selected to participate.
During the course of the Youth Pilot Program, the Health and Welfare Agency will remain the lead agency
responsible for coordinating state level implementation efforts and technical assistance for selected counties, in
accordance with Executive Omer No.:W-90-94. In order to facilitate this process,I have designated Barbara Hooker,
Acting Assistant Secretary,and Sarah Graeber, Special Assistant, as the contact persons for any issues regarding the
pilot program. Please feel free to contact Barbara or Sarah at(916)654-3301, with any questions that you may have.
Currently, the Health and Welfare Agency is appointing a state level implementation team to work in
partnership with your county to remove, as appropriate and feasible, state and federal programmatic and fiscal
barriers to the implementation of your county's pilot program. Over the next few weeks,you will be receiving more
information about this state level technical assistance. In the meantime,you may want to consider designating a core
team of program-level staff to work closely with the state on implementation issues.
Your county's efforts to develop an innovative pilot program for integrating child and family services are
commendable. I look forward to working together to improve the lives of children and families in California.

SACRAMENTO -- Governor Fete Wilson today announced that
Alameda, Contra Costa, Marin, Placer and. San Diego counties were
selected to participate in an. innovative five-year child and
family services Youth Pilot Program.
"California's experience has shown that we can meet the needs
- of children more effeQtively by restructuring services to be more
comprehensive, .family-focused, and prevention-oriented. This
pilot program helps counties to do just that -- restructure
_ services, " said Wilson. _

The Youth Pilot Program builds upon Governor Wilson's vision
of preventive government --. to prevent problems, not just deal
with the consequences once tragedies have occurred. Over the last
four years, Wilson has expanded preschool programs, increased
mental health counseling for children, and established the Healthy
start program which links schools with health professionals,
social workers, and counselors with other services.
The Youth Pilot Program is being' implemented at. the state
level by a cross-agency team led by the Health and Welfare Agency
and includes the Department of Finance, the Office of Child
Development and Education, the California Department of Education,
the California Youth Authority, and the Office of Criminal Justice
Planning.
