HomeMy WebLinkAboutMINUTES - 11081994 - IO.2 I0. 1 and I0. 2 THE BOARD OR SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on _November 8, 1994 by the following vote: AYES: Supervisors Smith, Bishop, DeSaulnier, Torlakson, Powers NOES: None ABSENT: None ABSTAIN: None SUBJECT: Homeless Shelters and Program The Board earlier this day approved the recommendations of the County Administrator relative to reorganizing the structure, funding and operation of programs for the homeless in Contra Costa County. The overall program responsibility for the homeless was transferred to the Health Services Director effec- tive December 1, 1994 . The Health Services Director was requested to further report to the Board in December. In view of the action taken by the Board on the reorganization of the homeless program, the reports of the Internal Operations Committee on this subject were not presented. However, the Board agreed that the reports may provide background information and concurred on their referral to the Health Services Director. Therefore, IT IS BY THE BOARD ORDERED that the reports of the Internal Operations Committee as listed are REFERRED to the Health Services Director for background: I0. 1 Report on the operation of the homeless shelters in Contra Costa County; and I0. 2 Report on the staffing and funding for the preparation of a coordinated plan on home- lessness. AUTHORIZE the County Administrator to designate a position of Homeless Management Coordinator to provide full-time effort in preparation of a comprehensive plan and to serve as key staff person for the plan' s Task Force. 2 . AUTHORIZE the creation of a Task Force. to coordinate, oversee and advise the Board of Supervisors on the preparation of the integrated homeless plan. The Task Force should be composed of a representative from the following groups : Homeless Advisory Committee (HAC) Association of Homeless and Housing Service Providers (AHHSP) Pro-Active Community Team (PACT) Cities (possibly the Mayors ' Conference or the City/County Relations Committee) Homeless Management Team (HMT) Mental Health Consortium 3 . DIRECT the County Administrator to provide a report to the 1995 Internal Operations Committee in January, 1995 on the status of the preparation of the plan. 4 . REMOVE this item as a referral to the 1994 Internal Operations Committee and instead refer it to the 1995 Internal Operations Committee for the purpose of continuing to provide oversight to the preparation of this comprehensive plan. We believe that it was the intent of the Board to have the County Administrator coordinate with all advisory committees, service providers and other appropriate government jurisdictions, including cities to address the problems of homelessness . In addition, the Board requested the County Administrator prepare recommendations on how the various interests would be coordinated in a Task Force and how the equivalent of a full-time staff person would be financed. Task Force: We agree with the County Administrator that it is imperative and essential that the planning Task Force be composed of representatives from not only the County' s diverse geographic regions (East, West, Central) , but also represent the cultural diversity of the County. In order to accomplish this objective, the Task Force needs to be composed of a wide variety of planning groups and include input from service providers and other organizations working with the special needs of the homeless population. Staff Funding: In order to effectively finance the cost of a full-time staff member, we agree with the County Administrator that the cost should be initially supported by existing County General Fund resources currently appropriated in the Social Services Department and allocated under contract to the Contra Costa Housing Authority for shelter operations, program administration, planning and grant writing. The County Administrator intends to offset this cost with any administrative money that becomes available from grant funds . These funds could also be supplemented from local, state or federal sources that are on-going. The Homeless Management Coordinator would be expected to provide staff support to the Task Force and coordinate the development of the plan.
