SPECIFIC REQUEST(S) ORI RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMIvIDNDATIONS
1. Open public hearing and receive testimony on proposed plan amendment request.
2. Certify as adequate the Negative Declaration with Mitigations on this project for purposes of acting on the
General Plan Amendment.
3. Close public hearing and APPROVE the General Plan Amendment as recommended by the San Ramon
Valley Regional Planning Commission and to direct staff to include the plan amendment in one of the
consolidated general plan amendments for 1994.
FISCAL IMPACT
Plan amendment costs are covered by a general plan amendment fee.
BACKGROLUMEASONS FOR RECOMMENDATIONS
The Laverock Lane General Plan Amendment was recommended for approval by the San Ramon Valley Regional
Planning Commission, by a unanimous vote, on September 21, 1994. At that meeting, the San Ramon Valley
Regional Planning Commission'made slight policy revisions to the staff-recommended version of the GPA,certified
the Negative Declaration with Mitigations and approved the plan amendment.

This is the time heretofore noticed by the Clerk of the
Board of Supervisors for hearing on the recommendation of the San
Ramon Valley Regional Planning Commission on a proposal to change
the County General Plan from Single Family Residential, Very Low
Density to Single: Family Residential, Low Density for an area
totaling 6 . 5 acres covering five individual parcels . (County
File #3-91-SR) The plan amendment is intended to support up to
six additional parcels in the Alamo area.
Matt Tomas, Community Development Department, presented the
staff report on the proposed amendment, a brief history of the
proposed project, iand he described the amendment site . Mr.
Thomas also commented about concerns of the San Ramon Valley
Regional PlanninglCommission relative to infrastructure, visual
and esthetics that proposed new homes might create if and when
they are constructed, and he commented on new policy text that
had been crafted and modified by the Planning Commission
(attachment A) .
Supervisor Bishop requested clarification on the concern
expressed by the City of Walnut Creek relative to drainage .
Mr. Thomas clarified that the correct amount of the fee was
$ . 70 to be paid by the property owners when they came in and
applied for the R'-20, and it would be paid to the County Flood
Control District . :

The public hearing was opened and no one appearing to
testify, the public hearing was closed.
Supervisor Bishop commended County staff for their efforts
on this matter and she moved approval of the - staff
recommendations.
IT IS BY THEiBOARD ORDERED that recommendations 1, 2 , and 3
are APPROVED; and, Resolution No. 94/567, determining to amend the
County General .Plan, is ADOPTED.

Attachment A
To intergrate the Laverock Lane General Plan Amendment into the County General Plan the
following new map (Map A) and policy shall be adopted:
Create a new policy under,the Alamo—Diablo—Blackhawk section of the Land Use Element as follows:
"Policy 3-xxx (page 3-70)
The Laverock Lane general plan amendment is intended to support up to six residential
because it will use minimum grading and will not lead to significant disturbance of the
existing topography.; Creation of new parcels are subject to the provision of road
frontage improvements required by the County Public Works Department and road
contained within the GPA area are to be covered by a road maintenance agreement.
New access points along Vernal Drive and Laverock Lane shall be minimized by using
shared private driveways where feasible. Additionally, to retain the character of the
neighborhood, new structures shall be limited to up to two stories in height no higher
than 30 feet and shall be designed to ensure architectural compatibility with the older
homes in the area. Finally, to minimize any visual obtrusions, the use of non-reflective
building materials and extensive, drought tolerant landscaping shall be incorporated into
any development plans for this area."

SUBJECT: In the Matter of the Laverock )
Lane General Plan Amendment )
The Board of Supervisors of Contra Costa County RESOLVES that:
There is filed with this. Board and its Clerk a copy of Resolution No. 33-1994, adopted
by the San Ramon Valley Regional Planning Commission, which discusses an
amendment to the County's Land Use Element of its General Plan in the North
Richmond area.
On November 8, 19941the Board held a hearing on said amendment as discussed by
the San Ramon Valley Regional Planning Commission Resolution No. 33-1994. Notice
of said hearing was duly given in the manner required by law. The Board, at the
hearings called for testimony of all persons interested in this matter and numerous

people testified in support of this matter.
The Board finds that the proposed amendment will not have a significant impact on
the environment. An Environmental Initial Study and Negative Declaration with
Mitigations was prepared and processed in.compliance with the California
Environmental Quality Act and County CEQA Guidelines.
The Board members having fully considered this amendment determined to amend
the Contra Costa County General Plan 1990-2005 from Single Family Residential,
Very Low Density to Single Family Residential, Low Density and to incorporate new
policy text provisions which will be added to the County General Plan.
The Board further directs the County Community Development Department to
incorporate this proposed amendment to said plan into a combined general plan
amendment which this Board will consider for adoption during the 1994 calendar
year as one of the four permitted amendments to the mandatory elements of the
