SUBJECT: NORTH RICHMOND SENIOR HOUSING GENERAL PLAN AMENDMENT
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) A BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Open the public hearing and receive testimony on proposed plan
amendment, rezoning, preliminary development plan and variance
from minimum area for a mixed residential and non-residential
project.
2. Approve the Negative Declaration on this project.
3 . Close public hearing and approve the plan amendment, rezoning,
preliminary development plan and variance as proposed by
staff.
4. Direct staff to include this plan amendment in one of the
upcoming consolidated general plan amendments as allowed by
State Law.
FISCAL IMPACT
This is a County-initiated project for which the major costs have
already been absorbed.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The County initiated a General Plan Amendment, rezoning and
preliminary development plan for the block bounded by 2nd Street,
3rd Street, Chesley Avenue and Grove Avenue on June 28, .1994. This
is to support the construction of 52 senior housing units, a
community health clinic and a possible neighborhood serving
commercial facility. This affordable senior housing project with
support services will provide a positive component to a severely
depressed and blighted area, benefitting the community as a whole.
In addition, the project will enable the County to implement
various portions of its Housing Element and to meet some of its
affordable housing goals as required under State Law. The County
Redevelopment Agency is assisting the non-profit developer in
assembling the parcels and redeveloping the entire block as a
unified whole.
ACTION OF BOARD ON November 8 , 1994 APPROVED AS RECOMMENDED _ OTHER
This is the time heretofore noticed by the Clerk of the
Board of Supervisors for hearing on the recommendation of the
Contra Costa County Planning Commission on the County initiated
general plan amendment (County File #4-94-CO) request to change
the County General Plan land use designation for a 2 . 08 acre
block from Single Family Residential, High Density (5 . 0-7 .2
units/net acre) and Commercial to Multiple Family Residential,
Very High Density (30 . 0-44 . 9 units/net acre) , Public/Semi-public,
and Commercial . The project also includes a variance from the
minimum parcel size requirement for a mixed use project, 15 acres
required, 2 . 08 acres proposed; and recommendation of the Contra
Costa County Planning Commission on the County initiated proposal
to rezone (3020-RZ) (Contra Costa County, applicant, and Various
owners) approximately 2 . 08 acre property from Retail Business (R-
B) and Two Family District (D-1) to Planned Unit District (P-1)
and for preliminary development plan approval . The proposed
rezoning is to support up to 52 senior housing units, a community
health center and a possible neighborhood serving commercial
facility. The project also includes a variance from the minimum
parcel size requirement for a mixed use project, 15 acres
required, 2 . 08 acres proposed in the North Richmond area.

Matt Tomas, Community Development Department, presented the
staff report describing the proposed amendment site and project
sponsored by the Redevelopment Agency for the siting of a senior
housing project . Mr. Tomas also commented on the dilapidated
state of most of the buildings in the area and on the church
which is intended to be retained and integrated into the overall
project if it is approved. Mr. Tomas presented the staff
recommendations for approval of the amendment, rezoning and
preliminary development plan, for approval of the Negative
Declaration, and the new policy text to be included in the
general plan approval contained in attachment A.
The public hearing was opened and no one appeared to
testify.
Supervisor Powers commented on the concerns expressed by
people - on the designation of the Health Center in this particular
location being a selection by the Board where the health clinic
in North Richmond shall be and he clarified that this is only one
of the possible sites .
The public hearing was closed.
Supervisor Powers moved approval of the staff recommendation
with the additional comments.
IT IS BY THE BOARD ORDERED that recommendations 1, 2 , 3 with
the additional comments and 4 are APPROVED; and Ordinance No. 94-
60, giving effect to the rezoning, is INTRODUCED, reading waived
and December 6, 1994 is set for adoption of same; and Resolution
No. 94/565, determining to amend the General Plan, is ADOPTED.

To integrate the North Richmond General Plan Amendment into the County General Plan the
following new policies shall be adopted:
Change the County General Plan Land Use Map to allow for MuFuPLE FAMILY RESIDENTIAL,VERY
HIGH DENsny;PUBLIC/SEMI-PUBLIC and COMMERCIAL according to Map A.
Add new provisions as Policy 3-xxx on page 3-80 of the County General Plan:
• To implement the North Richmond Redevelopment Plan,the North
Richmond Senior Housing GPA shall support a senior housing
facilitiy on the block bounded by 2nd and Third Streets, and Grove
and Chesley Avenues. The primary objective of this general plan
amendment is to site a senior housing facility of up to 52 units. This
senior housing facility is intended to be supplemented with
complementary uses which include a community health clinic and a
neighborhood commercial facility (up to 10,000 square feet). If a
retail establishment is not secured, then that space shall be
redesignated Public/Semi-public and used to support either the
senior housing facility or the health clinic.

RESOLUTION NO. 94/565
SUBJECT: In the Matter of the North Richmond )
Senior Housing General Plan Amendment )
The Board of Supervisors of Contra Costa County RESOLVES that:
There is filed with this Board and its Clerk a copy of Resolution No. 34-1994, adopted
by the County Planning Commission, which discusses amendments to the County's
Land Use Element of its General Plan in the North Richmond area.
On November 8, 1994 the Board held a hearing on said amendments as discussed by
the County Planning Commission Resolution No. 34-1994. Notice of said hearing was
duly given in the manner required by law. The Board, at the hearings called for
testimony of all persons interested in this matter and numerous people testified in
support and opposition of this matter.
The Board finds that the proposed amendments will not have a significant impact on
the environment. An Environmental Initial Study and Negative Declaration was
prepared and processed in compliance with the California Environmental Quality Act
and County CEQA Guidelines.
The Board members having fully considered this amendment determined to amend
the Contra Costa County General Plan 1990-2005 from Single Family Residential,
High Density and Commercial to Multiple Family Residential, Very High Density;
Public/Semi-public; and Commercial and incorporate new policy text provisions which
will be added to the County General Plan.
The Board further directs the County Community Development Department to
incorporate this proposed amendment to said plan into a combined general plan
amendment which this Board will consider for adoption during the 1994 calendar
year as one of the four permitted amendments to the mandatory elements of the
County General Plan.
