SUBJECT: Introducing Ordinances for Time Limits for Contra Costa County Redevelopment Plans
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
INTRODUCE ordinances: (1) amending the Pleasant Hill BART Station Redevelopment Plan
and amending Ordinance No. 84-30, adopted on July 10, 1984, and Ordinance No. 88-58,
adopted on July 19, 1988; (2) amending -the Redevelopment Plan for the N. Richmond
Redevelopment Project Area and amending Ordinance No. 87-50 adopted on July 14, 1987;
(3) amending the Redevelopment Plan for the Bay Point Redevelopment Project Area, and
amending Ordinance No. 87-102, adopted on December 29, 1987; (4) amending the
Redevelopment Plan for the Oakley Redevelopment Project Area, and amending Ordinance
No. 89-89, adopted on December 21, 1989; and (5) amending the Redevelopmentr Plan for
the Rodeo Redevelopment Project Area, and amending Ordinance No. 90-50, adopted on July
10, 1990; and
WAIVE reading and FIX December 6, 1994 for adoption.
FISCAL IMPACT
None. No General Fund revenues are involved. The recommended actions will permit the
Redevelopment Agency to continue to comply with California Redevelopment Law and receive
Redevelopment Tax Increments.

BACKGROUND/REASONS FOR RECOMMENDATIONS
A major redevelopment reform bill, AB 1290, was enacted in 1993 by the State Legislature.
Among other changes to redevelopment law, AB 1290 enacted Health & Safety Code
Section 33333.6, which imposes certain time limits on all existing Redevelopment Plans
in the State of California.
As more fully discussed in administrative reports on file with the Clerk of the Board, for
each of the Redevelopment Plans of the County, some of the deadlines which are currently
contained in the respective Redevelopment Plans are not in compliance with the
provisions of AB 1290. Therefore, the Board must amend the respective plans to comply
with those statutory deadlines. A summary of the AB 1290 time limit provisions is included
as Exhibit A.
