Specific Requestls)or Recommendation(s)&Background&Justification I. Re comm _nd d Action: APPROVE activity, and FIND that the activity, formation of nine (9) landscaping assessment zones, will not have a significant effect on the environment, and that it has been determined to be exempt from the California Environmental Quality Act under State CEQA Guidelines section 15061 (b)(3). DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk, and DIRECT the Public Works Director/Chief Engineer to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. Financial Impart: There is no impact on the General Fund. The proposed landscaping assessment districts would pay the entire cost of maintaining the landscape improvements. III. Reasons for R _ comm _ndations and. Background: The adoption of a Negative Declaration satisfies the requirements for compliance with the California Environmental Quality Act (CEQA). New subdivision developments are required, through Conditions of Approval, to install frontage and/or median island landscaping improvements (ie. trees, shrubs, irrigation equipment). Assessments may be adjusted periodically for inflation. The nine (9) new zones are located in the following central and east county locations: Zone 51 - Oakley Tract 7655, Zone 52 - Discovery Bay Tract 7629, Zone 53 - Bethel Island Tract 7562, Zone 54 - Alamo Tract 7601, Zone 55 - Bay Point Tract 7556, Zone 56 - Oakley Tract 7203, Zone 57 - Byron Tracts 7679 and 7881, Zone 58 - Oakley Tract 7837, and Zone 59 - Oakley Tract 6927.
