Project No. 0662-6R4239-94 and 0662-6R4242-94, CDD-CP # 94 - 58.
Specific Request(s) or Recommendation(s) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE Project, and
DETERMINE that the project is a California Environmental Quality Act Class 1c Categorical
Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications
for construction.
DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk.
DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the
County Clerk for filing of the Notice of Exemption.
II. FINANCIAL IMPACT:
The estimated project cost is $1,186,000, funded by Highway Bridge Rehabilitation and
Replacement Funds (HBRR) (53%), California Department of Water Resources (40%) and
County Road Funds (7%).

III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project includes the rehabilitation of the Byron Highway Bridge across the California
Aqueduct including the repair of the bridge decking, replacement of bridge railings, approach
guard railings and seismic retrofit.
This is needed to extend the useful life of the existing bridge structure and improve its
performance in a seismic event.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because it consists of minor alterations of existing public facilities involving no expansion
of use per Section 15301 of the CEQA Guidelines.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize
funding.

Project Description, Common Name (if any) and Location: BYRON HIGHWAY BRIDGE REHABILITATION
AND RETROFIT County File #CP 94-58: The project consists of the removal and replacement of the
concrete deck surface, bridge approach guard rails, and bridge rails. In addition, the girders supporting the
bridge deck require repair of stress cracks. Retrofit work will be performed from a barge positioned under
the bridge. Subject project is located described as follows: The Byron Highway Bridge is located in the east
County area of Byron (approximately 1 .4 miles northwest of the Contra Costa/Alameda County line) and
crosses the California Aqueduct. The Bridge is located in a rural area which is surrounded by vacant land.
This project is exempt from CEOA as a:
Ministerial Project (Sec. 15268) _ Other Statutory Exemption, Section —
Declared Emergency (Sec. 15269(a)) _ General Rule of Applicability(Section 15061(b)(3))

The project will not have a significant effect on the environment.
The Byron Highway Bridge is deteriorating and is in need of repair. Repairs associated with the Bridge will
not result in any expansion of use beyond that previously existing. No removal of scenic resources will
occur as a result of the project.

SUBJECT: MANDATORY REFERRAL FOR GENERAL PLAN CONFORMANCE
Community Development staff has reviewed the attached project, CP 94-�0 to determine
if mandatory referral for General Plan Conformance, as required by Section 65402 of the
Government Code, is necessary.
The project needs no further mandatory referral clearance from County staff subject to the
following actions:
This project has been determined to be exempt from 65402 review.
This project has been determined to be exempt from 65402 review in
accordance with the Board of Supervisors Resolution 81/522 because the
project involves a road alignment project of a minor nature.
This project should be referred to the City of for 65402 review.
Community Development staff makes the following attached recommendation
which should be incorporated into the staff report on this matter.
The project needs mandatory referral and County staff will process this project in the
following manner:
65402 review is required. Community Development staff will carry this matter
before the appropriate,Planning Commission.
65402 review must be withheld until completion of an Environmental Impact
Report on this project.

Highway Bridge Rehabilitation and Retrofit). In conformance with Contra Costa County Guidelines for
implementing the California Environmental Quality Act of 1970 (CEQA), it has been determined that your project
will not have a significant effect on the environment. Your project falls within the following category:
V) AN ENVIRONMENTAL IMPACT REPORT (EIR) IS NOT REQUIRED.
