Dear Members of the Board: NAPA COUNTY Paul Battisti (Chairperson) For the past several vears and increasingly since spring of this year SAN FRANCISCO the Bay Area Air Quality Management District has been receiving COUNTY citizen complaints of dust occurring as a result of vehicular traffic Susan Leal Terence Hallinan using the Jersey Island Road adjacent to Taylor Slough in Contra SAN MATEO COUNTY Costa County. Nevin Meetings have been held between this District, the local Reclamation SANTA CLARA COUNTY District (R.D. #830), the Delta Ferry Authority, and the Contra Costa Marge Bruno (Vice-Chairperson) County Public Works Department. These meetings were held to Rod Head explore solutions to the ongoing dust problems from Jersey Island Joe Head p 9 9 p Y Barbara Koppel Road. SOLANO COUNTY Sam Caddie During thesemeetings the Contra Costa County Public .Works SONOMA COUNTY Department informed the other participants that they would be Jim Harberson Patricia Hilligoss seekingan official declaration from their Board of Supervisors formally absolving them from responsibility for maintenance of the Jersey Island Rd. The basis for the Public Works Department's position was that during the winter floods in 1983 the original paved road was covered and the levee height increased leaving a roadway which was too-narrow to properly maintain. The Public Works Department was concerned about accepting liability for a road they deemed to be substandard. Rn+h tha Ror•lm �� + ritnivrnrdtpd that they would be interested in sharing the costs of the application of a dust palliative to mitigate the dust. The County was agreeable to this provided they could be absolved of liability and further responsibility for maintenance. Since the Jersey Island Road is a necessary roadway for residents and agricultural businesses located on Bradford Island and Webb Tract and since the County and RD #830 have exercised easement rights historically along Jersey Island Road, it requested that the Board of Supervisors direct the appropriate county agencies to work cooperatively in the creation and implementation of a timely work plan which will resolve this matter to the benefit of all concerned, and thereby preclude the need for enforcement action by this agency.
