Dear Members of the Board and Mr. Villareal: CONTRA co.
Contra Costa County
The Steering Committee of HAC is deeply troubled by the decision of the Social
Services Department to mandate the use of the BSI for all General Assistance (GA)
applicants, to mandate psychological screening for all GA applicants whose BSI score is
above a certain level and to deny all aid for up to six months for GA applicants who
either fail or refuse to either take the BSI or to attend their psychological exam. These
procedures were developed for the benefit of GA applicants and recipients and they
should not be punished for either failing or refusing to accept such benefits.
We recently met with John Lee of the Social Services Department to discuss the
proposed changes in GA policy. Mr. Lee did not express any concerns of the Social
Services Department if the BSI and psychological screening were voluntary. RAC has
always felt that the psychological screening process should be voluntary and we have
communicated this to the Social Services Department on at least two occasions. The
Social Services Department has never articulated to us any policy considerations for a
contrary conclusion. We are also dismayed that RAC was in the decision making loop at
the appropriate time. It appears that other county staff have inserted themselves into
this decision to the detriment of GA applicants. We urge you to reverse this decision to
deny aid or sanction individuals who fail or refuse to comply.
