THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
DATE: November 2, 1993 MATTER OF RECORD

The Board this day adopted Resolution 93/657 Declaring November
"First Americans Month" in Contra Costa County, recognizing the
contributions of the first Americans to our society, which
resolution was presented to Mansell Gillmore, Comanche Indian, and
a Psychiatric Health Nurse at Merrithew Memorial Hospital .
The Board also adopted Resolution 93/656 commending Font Hale
Mashburn, from the Osage/Cherokee Indian Tribe, for his service to
the American Indians .
Following presentation of these two resolutions, Mr Mashburn
presented Chairman Torlakson a colorful Ceremonial Belt.

November "First Americans )
Month" in Contra Costa County ) RESOLUTION NO. 93/657
WHEREAS historians describe the voyages of Christopher Columbus as
a turning point in world history, crucial to the European
settlement of North and South America, they have long recognized
the inaccuracy of describing him as the discoverer of America
inasmuch as he was greeted by people he called "Indians" ; and
WHEREAS, upon the arrival of the Europeans the land was populated
by millions of native Americans in communities that varied from
hunting tribes to farming villages and major cities rivaling even
some in Europe; and
WHEREAS the Indians of California offered the widest cultural range
to be found in any area of the United States; and
WHEREAS the contributions of the first Americans to our society are
inestimable, what may be one of the most important of all the
American Indians ' contributions is the sense of an infinite past
that implies an infinite future;
NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE COUNTY OF
CONTRA COSTA, CALIFORNIA, RESOLVED that the month of November 1993
is hereby declared "First Americans Month"; and
BE IT FURTHER RESOLVED that the Board ENCOURAGES the establishment
of an American Indian Employees Association to enhance the social,
health and economic well being of County employees and their
families .
PASSED AND ADOPTED on November 2, 1993 by unanimous vote of the
Board members present.

Font Hale Mashburn for his )
Service to American Indians ) RESOLUTION 93/656
WHEREAS Font Hale Mashburn (Osage/Cherokee) , born May 4, 1921 in
Fairfax, Oklahoma, and a resident of Contra Costa County since
moving to Concord in 1945, served honorably in the U.S. Navy from
1938 to 1958; and
WHEREAS Mr. Mashburn became involved with the United Bay Area
Council of American Indian Affairs in 1959, an organization in
which he served in many leadership capacities, including that of
Chairman, and served as Acting Director of the Title IV-A Indian
Education Program at Cambridge Elementary school; and
WHEREAS Font Mashburn is the Senior Elder of the Black Wolf Gourd
Society, an ancient warrior society that now emphasizes service to
the people; a Traditional Dancer; a Gourd Dancer; Teacher, Story
Teller; Helper; and advocate of truth in education, and a true
friend to all people; and
WHEREAS he has dedicated his life to teaching the truth about
American Indians, including teaching students in the classroom from
kindergarten to college, all across this country; and
WHEREAS Font Mashburn, his wife of 48 years, Connie, and their five
sons and a daughter all live in our County;
NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE COUNTY OF
CONTRA COSTA, CALIFORNIA, RESOLVED that Font 'Hale Mashburn is
COMMENDED for his service to American Indians.
PASSED AND ,ADOPTED on November 2, 1993 by unanimous vote of the
Board members present.
