Gingrich, 1104 Via Roble, Lafayette 94549, advising of his experience in trying to dispose of a small amount .of household waste at the Health Department's temporary waste collection site located at the Lafayette BART parking lot. ***REFERRED TO HEALTH SERVICES DIRECTOR FOR RESPONSE 1. 69AE' TTER dated October 4, 1993 , from Jonothan Dumas, Chair, .Advisory Council on Equal Employment Opportunities, C/O Community Services Department, 2425 Bisso Lane, Concord 94520, commenting on the need to commit adequate resources for the full implementation of the County's Affirmative Action Plan. ***REFERRED TO COUNTY ADMINISTRATOR 1. 4' Contra Costa County October 4, 1993 Board of Supervisors RECEIVED 651 Pine Street Martinez, CA 94553 OCT 8 to CLERKCONTRAOOS A CO.ISORS Supervisor Torlakson, I am writing you on behalf of the Advisory Council on Equal Employment Opportunities to express our concerns with the limited resources currently committed to preventing, identifying, and addressing affirmative action issues that will limit Contra Costa County reaching its affirmative action goals in the areas of professional and service contracting; and direct employment of individuals by the county itself and contractors it retains. Contra Costa County has put enormous effort into developing an affirmative action program that can effectively accomplish the goals of fair participation of women and minorities in our communities to employment and business opportunities generated or facilitated by the county. Our Affirmative Action plan, if fully implemented, can achieve many of our stated goals of utilizing business, and individuals that reflect the diversity in our county. This Affirmative Action plan cannot succeed, if we fail to commit adequate resources for its full implementation. We have not found anything currently required in the reporting and monitoring process in the A.A. plan that has been deemed optional or unnecessary. It is the consensus of the Advisory Council on Equal Employment that current staffing levels are not sufficient to provide the range of monitoring services required for contracting related issues, and personnel issues generated by county staff. Public entities are turning to the Private sector to identify more effective methods for reaching their stated objectives, and appropriate resource levels to commit to achieving those objectives.. We are certain that a review of the private sector will reflect a considerably larger resource commitment to the scope of responsibilities faced by the Affirmative Action office of Contra Costa County and its Affirmative Action Officer. cc: BOARD MEMBERS (Provided) 10 2 We recognize and appreciate the fiscal constraints facing our county. We also recognize and appreciate, that it serves no purpose to set goals, however valid, if inadequate resources are available for reaching them. We, as a council, would look forward to an opportunity to address this and other issues with you directly. If your scheduling permits, we would like to initiate direct dialogue concerning this issue before the end of this year.
