Dear Supervisors:
On behalf of the City Council I wish to express a majority of this body's strongest
support for the passage of Proposition 172 on the November 1993 ballot. I also request
that the Board of Supervisors pledge that all funds received as a result of the passage of
Proposition 172 will be allocated for public safety purposes.
Public safety is this City Council's highest priority and yet budget constraints have
required reductions in this area. Balancing the 1992-93 budget required the elimination
of sixteen positions in the City's Police Department. This comes at a time when the
need for increased resources to fund public safety activities has never been higher.
Proposition '172 brings the possibility of restoring some of the reductions.
Passage of Proposition 172 will not implement a new tax, but simply keeps the current
tax rate in effect. Since this will result in new funds targeted for public safety, the City
of Concord strongly supports the passage of Proposition 172.

RESOLUTION NO. 1993-10-289
October 19, 1993
APPROVAL OF RESOLUTION REAFFIRMING BOARD SUPPORT FOR
A PERMANENT EXTENSION OF THE 1/2 CENT SALES TAX
WHEREAS, State funding of local government services has been
significantly reduced during the last two budget years; and
WHEREAS, the passage of an extension of the 1/2 cent sales
tax contained in Proposition 172 on the November 2 , 1993 special
election :ballot is projected to generate $714 million for FY 93-
94 and approximately $1.5 billion in revenue beginning in FY
1994-95; and
WHEREAS, the East Bay Regional Park District Board of
Directors has previously supported legislative measures providing
for the extension of the 1/2 cent sales tax;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Directors
of the East Bay Regional Park District hereby reaffirms its
support for the permanent authorization of the imposition of an
additional 1/2 percent rate of sales and use tax included in
Proposition 172 .

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO SUPPORTING
PROPOSITION 172 ON THE NOVEMBER 2, 1993 BALLOT.
WHEREAS, the Legislature enacted Senate Constitutional Amendment #1 (SCA 1);
and,
WHEREAS, the Legislature placed SCA 1 on a Special Election ballot on November 2,
1993; and,
WHEREAS, SCA 1 would provide for a permanent extension of the half cent sales tax
which was extended temporarily by the Legislature only through December 31, 1993; and,
WHEREAS, SB 509 (Chapter 73, Statutes of 1993), the implementing legislation for SCA
1 requires that all of the proceeds of the sales tax be spent on public safety services; and,
WHEREAS, the Contra Costa County Board of Supervisors has made it clear that it
intends to dedicate all of the proceeds of the sales tax imposed by Proposition 172 and all future
increases in that portion of the sales tax imposed by Proposition 172 to the Sheriff and District
Attorney, if Proposition 172 is approved by the voters statewide; and,
WHEREAS, the City of San Pablo recognizes that adequate law enforcement and
criminal prosecution are essential services which benefit all of the residents of Contra Costa
County; and,
WHEREAS, we recognize that adequate law enforcement and public safety are essential
elements of the type of community which we as elected officials are striving to maintain in our
communities and that the passage of Proposition 172 is essential to the safety of the citizens we
represent.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of San Pablo,
that we support Proposition 172 on the November 2, 1993 ballot, and that we urge all voters in
the City of San Pablo to vote in favor of Proposition 172 in order to maintain and improve the
level of law enforcement services which are being provided in this community.
The foregoing Resolution was PASSED AND ADOPTED this 21st day of October, 1993,

WHEREAS, SB 509(Chapter 73,Statutes of 1993),the implementing legislation for SCA 1 requires that
all of the proceeds of the sales tax be spent on public safety services, and
WHEREAS, the Contra Costa County Board of Supervisors has made it clear that it intends to dedicate
all of the proceeds of the sales tax imposed by Proposition 172 and all future increases in
that portion of the sales tax imposed by Proposition 172 to the Sheriff and District
Attorney, if Proposition 172 is approved by.the voters statewide, and
WHEREAS, the Liberty Union High School District recognizes that adequate law enforcement and
criminal prosecution are essential services which benefit all of the residents of Contra Costa
County, and
WHEREAS, Liberty Union High School District recognizes that adequate law enforcement and public
safety are essential elements of the type of community which we as elected officials are
striving to maintain in our communities and that the passage of Proposition 172 is essential
to the safety of the citizens we represent, and
WHEREAS, safe schools requires responsive and supportive law enforcement and criminal justice
support system;
NOW, THEREFORE BE IT RESOLVED BY THE LIBERTY UNION HIGH SCHOOL DISTRICT
BOARD OF TRUSTEES OF THE LIBERTY UNION HIGH SCHOOL DISTRICT:
THAT the Liberty Union High School District supports Proposition 172 on the November 2, 1993 ballot,
and that we urge California, especially those voters in the Liberty Union High School District to vote in
favor of Proposition 172 in order to maintain and improve the level of law enforcement services which are
being provided in this community.
