Dear. Chairperson Torlakson:
There appears to be mutual agreement between the Contra Costa
County Board of Supervisors and the EBMUD Board concerning the
need for a clear and effective method for ensuring coordinated
land use and water supply decisions . The specifics for
satisfying this need, ,however, have thus far eluded us .
The District wants to make sure that the Board of Supervisors
clearly understands the District' s water supply availability and
our strategies for meeting future needs . The District Board
discussed -these. matters and proposes that the District and Contra
Costa- County Boards meet to ensure, .the - accuracy of our mutual
understandings. and. to discuss workable methods for maximizing.
opportunities to ensure appropriate coordination between land use
and water. sup.ply decisions . ,
Given Senator Boatwright' s request . that the County and the
District meet on this matter prior to the next legislative
session, it would seem appropriate to meet at the earliest
mutually agreeable opportunity. A District committee, consisting
of Directors Cohen, Coleman and Flashman, has been appointed by
the Board to pursue this matter with you.
A full public discussion of these matters at the earliest
opportunity would be very useful . The, District' s selection of
committee members was partly driven by the member' s availability
for meeting with the Board of Supervisors . Mr. John Lampe of the
District' s staff would be pleased to work with your office to
coordinate a meeting time of mutual convenience and assist in the
development of an agenda to make the time spent most productive .
Please do not hesitate to contact me directly if that would
assist to expedite a joint meeting of representatives of our
Boards in public session.
I am also in, receipt of your October 7, 1993 letter requesting
, District participation in a meeting of the Water Committee on
October 25, -1993 . I have requested staff to attend this meeting

as time allows . Mr. Lampe will be in contact with Ms Goulart to
coordinate District attendance as you requested. You may wish to
consider broadening the scope of your committee'.s discussion to
include the full array of water issues facing Contra Costa
County, including those areas beyond the EBMUD service area and
within other districts . If the Water Committee expands its
agenda to include responding to the District' s proposal to review
mechanisms for improved coordination between land use and water
supply decisions, the District Board members noted above would be
pleased to meet with the Water Committee .at a mutually agreeable
time .
