These modifications have been made pursuant to Section 206 of the Flood
Disaster Protection Act of 1973 (P.L. 93-234) and are in accordance with the
National Flood Insurance Act of 1968, as amended (Title XIII of the Housing
and Urban Development Act of 1968, P.L. 90-448), 42 U.S.C. 4001-4128, and 44
CFR, Part 65.
As required by the legislation, a community must adopt and enforce floodplain
management measures to ensure continued eligibility to participate in the
National Flood Insurance Program (NFIP). Therefore, your community must
enforce these regulations using, at a minimum, the base flood elevations,
zone designations, and floodways in the Special Flood Hazard Areas shown on
the FIRM and Flood Boundary and Floodway Map for your community, including
the previously described modifications.
This response to your request is based on minimum floodplain management
criteria established under the NFIP. Your community is responsible for
approving all proposed floodplain developments, including this request, and
for ensuring. that necessary permits required by Federal or State law have
been received. With knowledge of local conditions and in the interest of
safety, State and community officials may set higher standards for
construction, or may limit development in floodplain areas. If the State of
California or Contra Costa County has adopted more restrictive or
comprehensive floodplain management criteria, these criteria take precedence
over the minimum NFIP requirements.
The basis of . this LOMR is a channelization project. NFIP regulations, as
cited in Paragraph 60.3(b)(7), require that communities assure that the
flood-carrying capacity within the altered or relocated portion of any
watercourse is maintained. This provision is incorporated into your
community's existing floodplain management regulations. Consequently, the
ultimate responsibility for maintenance of the channel modification rests
with your community.
The community number and suffix code listed above will be used for all flood
insurance policies and renewals issued for your community on and after the
effective date listed above.
The modifications described herein are effective as of the date of this
letter. However, a review of the modifications and any requests for changes
should be made within 30 days. Any request for reconsideration must be based
on scientific or technical data.
This LOMR will not be printed and distributed to primary map users such as
local insurance agents and mortgage lenders; therefore, your community will
serve as a repository for these new data. We encourage you to disseminate
the information reflected by this LOMR widely throughout your community in
order that interested persons, such as property owners, insurance agents, and
mortgage lenders, may benefit from this information. We also encourage you
to consider preparing an article for publication in your community's local
newspaper that would describe the changes that have been made and the
assistance your community will provide in serving as a clearinghouse for
these data and interpreting NFIP maps. When, in the future, a sufficient
number of revisions have occurred on the affected panel, we will initiate a
3
physical map revision to republish and distribute the panel to incorporate
the changes that were made effective by letter.
If you have any questions regarding the modifications described herein,
please contact the Chief, Natural and Technological Hazards Division, Federal
Emergency Management Agency, in San Francisco, California, at (415) 923-7175,
or Mr. John Magnotti of my staff in Washington, DC, at (202) 646-3932, or by

These changes were implemented effective October 1, 1992 and impact persons
requesting revisions to NFIP maps on or after that date. The primary change involves
a fee requirement for map revision and Letter of Map Revision (LOMR) requests, much
like the current fee requirements for conditional requests. This action is being
implemented to reduce expenses to the NFIP and v nU contribute to maintaining the
NFIP as self-supporting.
Part 72.5 of the aforementioned regulations provides exemption from fees for:

that the particular project is for public benefit and primarily intended for flood
loss reduction to insurable structures in Identified flood hazard areas which
were in existence prior to commencement of construction of the flood control
project. Projects undertaken primarily to protect planned flood plain
development are not eligible for fee exemption.
The initial fee schedule is reprinted onithe reverse of this Notice. Please note that the
initial fee represents the minnnsrm engineering review and administrative processing
costs associated with each type of project. The initial fee does not include costs for

The Honorable Patricia Boom Community: City of San Ramon,
Mayor, City of San Ramon - California
2222 Camino Ramon FIRM Panel Number: 060710 0004 B
San Ramon, California 94583 Effective Date
of This Revision: OCT O 7 993
102A U
Dear Mayor Boom:
This is in response to a facsimile transmittal dated August 4, 1993, from
Ms. Kathleen Loverin, Project Coordinator, Bissell and Karn, regarding the
effective Flood Insurance Rate Map (FIRM) for the City of San Ramon,
California. With her transmittal, Ms. Loverin submitted additional
information to support her January 27, 1993, request for a Letter of Map
Revision (LOMR). Ms. Loverin requested that we revise the effective FIRM to
show, the effects of channelization of Alamo Creek from just upstream to
approximately 2,600 feet upstream of Old Ranch Road. All of the data
required to complete - our review of this request were submitted with
Ms. Loverin's August 4 transmittal and her January 27 letter; with her
letters dated . February 23, June 9, and June 10, 1993; and with a facsimile
transmittal dated June 22, 1993, from her associate, Mr. Mike Taylor, P.E.
All fees necessary to process this LOMR, a total of $2,100, have been
received.
We have completed our review of the submitted data with regard to the data
used to produce the effective FIRM, and have revised the FIRM to modify the
floodplain boundary delineations of a flood having a 1-percent probability of
being equaled or exceeded in any given year (base flood) along Alamo Creel:
from just upstream to approximately 2,600 feet upstream of Old Ranch Road.
The 100-year floodplain has decreased for the entire revised reach.
The modifications are shown on the enclosed annotated copy of FIRM Panel
060710 0004 B. This LOMR hereby revises this panel of the effective FIRM
dated May 3, 1990, revised by the LOMB dated March 22, 1993. Portions of the
revisions due to the March 22 LOMR are also depicted on the enclosed
annotated FIRM panel.
Please note that a LOMR was issued on the same date as this LOMR to revise
FIRM Panel' 060025 0600 B for the unincorporated areas of Contra Costa County
to reflect the channelization-along Alamo Creek.
These modifications have been made pursuant to Section 206 of the Flood
Disaster Protection Act of 1973 (P.L. 93-234) and are in accordance with the
National Flood Insurance Act of 1968, as amended (Title XIII of the Housing
U
2
and Urban Development Act of 1968, P.L. 90-448), 42 U.S.C. 4001-4128, and 44
CFR, Part 65.
As required by the legislation, a community must adopt and enforce floodplain
management measures to ensure continued eligibility to participate in the
National Flood Insurance Program (NFIP). Therefore, your community must
enforce these regulations using, at a minimum, the base (100-year) flood
elevations, zone designations, and floodways in the Special Flood Hazard
Areas shown on the FIRM for your community, including the previously
described modifications.
This response to your request is based on minimum floodplain management
criteria established under the NFIP. Your community is responsible for
approving all proposed floodplain developments, including this request, and
for ensuring that necessary permits required by Federal or State law have
been received. With knowledge of local conditions and in the interest of
safety, State and community officials may set higher standards for
construction, or may limit development in floodplain areas. If the State of
California or the City of San Ramon has adopted more restrictive or
comprehensive floodplain management criteria, these criteria take precedence
over the minimum NFIP requirements.
The basis of this LOMR is a channelization project.
When, in the future, a sufficient
number of revisions have occurred on the affected panel, we will initiate a
physical map revision to republish and distribute the panel to incorporate
the changes that were made effective by letter.
