County of Contra Costa 300 East Leland Ave. , Suite 100 Pittsburg, CA 94565 Dear Supervisor Torlakson: SUBJECT: Commitment of FY 1992 HOME Program Funds After becoming HUD Regional Administrator, it came to my attention very early that HUD's new HOME program provides substantial funding for affordable housing. In California alone, the allocations for fiscal years 1992 and 1993 total more than $300 million. We recognize that the HOME program has had a lot of start-up problems. HUD Secretary Henry Cisneros has taken a keen interest in the HOME program and initiated a series of program changes that will dramatically assist commitments in the development of affordable housing projects. It will interest you to know that for fiscal year 1992 the HOME allocation for your community was $1,599,000 and 0% has been committed. I was surprised and concerned to learn that your county is one of the grantees which has not yet committed any HOME funds. Although other communities are similarly situated, I respectfully encourage you to take a close .look .at the progress of your own community. The HOME program sets a statutory two year period for communities to make project commitments. I am concerned that some communities will lose their uncommitted HOME funds if this timeframe is missed. I understand that learning and implementing the HOME program has been a challenging experience for everyone. HOME has now made a marked transition by becoming more flexible and adaptable to local needs. I am impressed with its improved potential for having a lasting impact on the preservation and creation of affordable housing. �//9 J� 2 We will continue to provide technical assistance and training on the HOME program, overall and with respect to specific topics and projects, through large training seminars, mini-workshops, informal on-site visits and frequent telephone communication. However, it is important that you let us know of your specific technical assistance needs and any obstacles which are preventing you from making progress. Learning and implementing the HOME program has been a challenging experience for all parties involved. The program has now made a marked transition and we are very enthusiastic about its lasting impact on the preservation and creation of affordable housing for low and very low income persons. We welcome the building of a strong partnership between HUD and the County of Contra Costa to undertake this very important task.
