SUBJECT: SPECIAL ENFORCEMENT PROGRAM BY CONTRA COSTA SHERIFF'S DEPARTMENT
SPECIFIC REQUEST(S) ORRE OMM DATION S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
AUTHORIZE provision for carry-over of $349.70 in unexpended Housing Authority
funds into the 1993-94 county final year and ALLOCATE an additional $14,650.30 to the
Contra Costa County Sheriff's Department for continuation of the special drug
enforcement program, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
In the preparation of the 1993-94 Housing Authority operating budget, funds
were budgeted and approved for the continuation of the Contra Costa County Sheriff's
Department special drug enforcement program.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On September 13, 1993 the Housing Authority provided the Contra Costa County
Sheriff's Department with $15,000 to continue a special drug enforcement program for
the 1992-93 county fiscal year. On September 13, 1993 the Housing Authority received
a report from the Sheriff's Department on the results of this special drug
enforcement program.
A total of 98 drug-related reports were generated during fiscal 1992-93.
Thirty-five suspects were identified for sales of narcotics. All cases were
presented to the Grand Jury, which resulted in indictments being issued for all
subjects, except one who had been the victim of a homocide. To date 27 subjects have
been arrested and 7 remain outstanding. Approximately 7 search warrants were
conducted on known/suspected drug locations.
In the past nine years, this special drug enforcement program has been very
successful as it has reduced the amount of drug-related criminal activity in housing
developments located in the unincorporated areas of the county serviced by the
Sheriff's Department.
For the 1993-94 county fiscal year, the Sheriff's Department is requesting that
funds be provided by the Housing Authority to continue this special drug enforcement
program. As the Sheriff's Department utilized only $14,650.30 of the $15,000

supplied by the Housing Authority in 1992, they have requested that the Sheriff's
Department be allowed to carry over the $349.70 in unexpended Housing Authority funds
into the 1993-94 county fiscal year, and that the Housing Authority provide an
additional $14,650.30 for a total of $15,000 to be expended during the 1993-94 county
fiscal year.
At its Regular Meeting on October 18, 1993 the Advisory Housing Commission
voted to recommend that the Sheriff's Department be allowed to carry over the $349.70
in unexpended Housing Authority funds into the 1993-94 county fiscal year and that
the Housing Authority provide an additional $14,650.30, for a total of $15,000, to
continue this special drug enforcement program.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners fail to respond positively to this request,
the amount of drug-related criminal activity in housing developments located in the
unincorporated areas of the county serviced by the Sheriff's Department would
increase sharply.

Once again, I am pleased to provide you with a report of enforcement efforts in the area
of Housing Authority properties during the fiscal year 1992/1993. During that time period,
Housing Authoritv funds in the amount of $14,650.30 were authorized to be spent for a
variety of needed items. The equipment was purchased throughout the fiscal year with-great
success. A balance of$349.70 presently exists, which can be refunded to you or carried over
with a request being made for the difference.
I recommend at this time that the program continue and again, the $15,000 be made
available for the fisca-1 year of 93/94. I recommend carrying over the balance of$349.70 and
the difference of $14,650.30 being appropriated and forwarded to this Department if
possible. Again, I wish to thank you and your agency for past years of assistance and
cooperation and look forward to your continued support. Please contact me or Captain

As you are aware, beginning in September of 1992, we commenced an undercover
videotaped buy program with the Federal Bureau of Investigation, using their undercover
operative and liaison with the participation of Detective Bill French.
The program concluded in February, 1993, and resulted in 35 suspects being identified for
sales of narcotics. Various individuals received an enhancement for selling within 1,000 feet
of a schoolyard,which was ultimately reflected in their sentencing. All cases were presented
to the Grand Jury, which resulted in indictments being issued for all subjects, except one
-who had been the victim of a homicide. To date, 27 subjects have been arrested and 7
remain outstanding. The ongoing trials have resulted thus far in all guilty findings and
sentencing ranging from 90 days County Jail with 3 years probation to 8 years State Prison.
The Rodeo Projects' periodic activity in sales and possession of dangerous drugs and
narcotics_ Apparent drug activity seems to have waned somewhat, since only 11 cases were
received by this Bureau. However, various intelligence indicates that drug activity is still a
major problem within that Housing Authority jurisdiction. Dwindling personnel, as well as
intensified efforts within the North Richmond area, have not allowed us to spend the
amount of time we would have liked suppressing suspected street-level sales.
Methamphetamine and cocaine appear to be the drugs of choice within that neighborhood.
North Richmond still is the hot bed of drug activity within the County. This Bureau spends
approximately 40% of its time focusing on sales and possession cases emanating from that
community. In conjunction with the above project involving the Federal Bureau of
Investigation, this Bureau received approximately 87 cases involving arrests for sales and
possession of drugs within North Richmond. There were seven search warrants served in
North Richmond in conjunction with those and other cases. Crack cocaine,
methamphetamine and heroin are the drugs of choice respectively_
Housing Authority properties in West Pittsburg and Oakley continue to be apparently free
from overt dnlg activity. We have received no reports within these locations involving sales
or possession.
For the fiscal year 92/93,we received a check from the Housing Authority in the amount of
$14,754.49,bringing again a total of$15,000. The following items were purchased with funds
donated from the Housing Authority:

Attached please find copies of the related purchase orders. A present balance now exists
of $349.70 to be carried forward. I recommend that this program continue and again the
$15,000 be made available for the fiscal year 93/94.

Dear Mr. Martinez,
As per our periodic conversations, more specifically of March 5th, 1993, as you are aware,
there is appro)amately $6,000 remaining in the Housing Authority money, which has been
alIocated to the Sheriff's Office. It is our intent to spend the remaining 56,004 on a variety
of equipment, which is needed by the Narcotic Bureau.
More specifically, it is our intent to repaint one of our surveillance vans and to have a
second newly acquired van refurbished on the interior for use in surveillance work
Additionally, we hope to purchase a variety of small items, which the unit needs for
surveillance in search warrant purposes.
As is customary, a full documentation of the expenditures will be forwarded in the Housing
Authority Quarterly Report

Dear Mr. Martinez,
Per our conversation of March 9, 1943, this is to ad-vise you that approximately$9,000 will
be spent toward the acquisition of ten (10) portable radios for the Sheriff's Patrol J Team.
The radios they are presently using are extremely outdated and their activity involving drug
suppression within housing authority jurisdictions necessitate a more modern and op to
date communications system. A full account and documentation of the expenditure will be
forwarded in the Housing Authority Quarterly Report
