SUBJECT: Termination of Caltrans Cooperative Agreement - Willow Pass Road Bridge

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
Approve and Authorize the Chair of the Board of Supervisors to sign the Termination of
Cooperative Agreement with Caltrans which authorizes payment to the County to construct the
Willow Pass Road Bridge over the Contra Costa Canal as part of the State Route 4 Willow Pass
Grade Lowering Project.
II. Financial lmpact:
There will be no financial impact to the County. The State will continue to fund the construction
of the bridge as part of its contract with Contra Costa Transportation Authority.
Ill. Reasons for Recommendations and Background:
In order to expedite construction of the State Route 4 Willow Pass Grade Lowering Project, the
County entered into a Cooperative Agreement with Caltrans to design and construct the local
bridge over Contra Costa Canal. This was necessary because of the realignment of Willow Pass
Road brought about by construction of a new interchange at State Route 4 and Willow Pass
Road in Bay Point (formally West Pittsburg).
Due to the delay in getting easement approval from the United States Bureau of Reclamation
and Contra Costa Water District it became apparent that the construction of the bridge by
County contract would hold up the State Contractor, therefore, the contract was returned to the
State. The State issued a change order to its contractor for construction of the local bridge.
The State will continue to fund the bridge up to a maximum of $1.1 Million. The funds will go
to Contra Costa Transportation Authority which is responsible for fijnding the State Route 4
Willow Pass Grade Lowering Project.

IV. Consequences of Negative Action:
If the Cooperative Agreement is not terminated it will remain open indefinitely and will create
administrative and accounting problems.
